Oh... right. Yeah, no tips from me there, basically going to probably just get down to you using good old pencil, paintbucket, and lines or the good ol shift button.

Honestly, I'd use the pencil tool to hand draw major roads (by using a 1 pixel width pencil and placing a point, you can hold the shift key and click new points to draw straight lines - in case you didn't know, I remember I never knew that and found out by accident after a long day of playing starcraft) but also use color schemes from google - ignore little things like city blocks, and try to make an accurate distance bar by assuming that Europe is the same size as Earth. If you draw on a high resolution map, then "shrink" the image, it'll smooth out the edges of the lines and is a nice way to get rid of the pixellated feel. I have a terrible understanding of the pen tool, so I can't help you with that.

If you want to use a real aerial picture of the city you can always find free satellite imagery and cut and paste stuff and maybe it'll work, though typically cities like Singapore and Hong Kong have terrible satellite imagery that looks "spotty".

There are no officially mapped political subdivisions of Olmolungring, but this map shows the borders of the ecclesiastic provinces of the Bishop of Yungdrung Gutsak, his Apostolic Vicar to Knytlingsfort and the Sindhu Valley, and his Apostolic Prefect to Issverth. It also shows the Territorial Abbacy of Mimir, which covers the even more sparsely-populated north and the islands of Aethrsoya (smaller) and Klostersoya (larger).

You know... there's an incongruity in your list:
14. Al A’raf Capital Region

Currently #14 on your map is an Eastern region bordering Carentania and Jurzan, not your capital.
