Boys bodies returned, Military 'willing to back off'

Today the three Umbazi boys' bodies were returned to Umbazi troops which are stationed within 50 feet of the Ascaloni military on the other side of our shared border. Also Minister of Defense Abraham Edona has announced his willingness to re-stabilize the region.

"We are willing to come to some sort of truce with the Umbazi army. We do not desire a war, even though the international community has tried to paint us as war mongering bastards. We were merely responding to a military build up initiated by the Umbazi. However we will not allow foreign investigations within our military prison. There is far to many crucial and sensitive information within the prison to allow foreigners within. I invite Umbazi officials to come to Ashkalon to discuss current events. Hopefully we can stop this fighting before it truly begins."

We are happy to see that Ascalon has decided to return the bodies of the 3 Umbazi teenagers for a proper burial. While we feel an investigation should be carried out, we will not press Ascalon at this point in time.

We had hoped that Ascalon would agree to meet on Neutral Ground in Frescania, and allow us to resolve more long-standing issues. However, we will accept the returned bodies, and we will dispatch emissaries to Ashkalon. We do this to demonstrate to the International Community that we are in good faith about our intentions to resolve this, despite the obvious recalctriance of the xenophobic Ascaloni.

We would be pleased if the Umbazi could find it in their hearts to act as mature, upstanding, people instead of throwing insults at us from every direction. We will allow the diplomats from Umbazi to bring with them five guards, we will be picking them up at the border. When can we expect the arrival of the ambassadors?

The Ambassadors will arrive at the border by tomorrow morning. They will be ready to begin negiotiations when you bring them to Ashkalon. 5 Bodyguards will be provided from the elite Presidential Guard. We hope the Ascaloni will show the maturity they prise so highly at the negiotiation table.

Prime Minister Makes Apology, Then Quits!

Father Stewart Huron made a public apology about the situation with the three teenage Umbazi boys. He stated that, 'the situation could have, and should have been handled differently. We will be opening a permanent embassy in Umbazi to help assure that such situations do not re-occur.'

Then in a very shocking turn of events, the Prime Minister stepped down from his Prime Ministership. There are rumors that he was bribed into stepping down, and an investigation is being launched into the issue. MP Martin Contreras has had a lot to say about the issue. The following is a fraction of a speech he gave immediately following the ex-PMs speech.

"We have to seize this opportunity to bring more freedom to the Ascaloni people. It is time to end this theocracy, and it is time to legalize more things in Ascalon! The reformation is not over dear people! I will make sure that we bring Ascalon out of this theocratic dictatorship."

He has put forward his Uncle, Silvio Gomez, to Parliament for the Prime Ministership.

Domestic- Jurzan unwilling to go forward with even the most basic levels of military cooperation.
Economy- New oil rigs being built in the Mare di Dio.

The Holy Father sends his blessing to the Ascalon people. Beholding the close friendship between our nations, we can only hope it may continue.
We are filled with joy seeing Ascalon is approaching its neighbours with understanding.
We are nevertheless worried about the many changes recently happening in Ascalons domestic politics. We hope for a solution for a stable leadership, for the benefit of Ascalon and the region.
May the Lord bless Ascalon.

Silvio Gomez named new Prime Minister

The Parliament has officially named Silvio Gomez the new acting Prime Minister. He made his inaguartion speech late last night, and has promised that he would offer more reforms.

"I am going to be opening the doors for more reform in the Parliament, and I will be representing a Liberal view, rather than the Conservativity that has ruled the Parliament for some 80 years. However, I will make sure that Ascalon keeps it's Catholic image."

He also has announced that Ascalon will be sending $50 million in aid to Jurzan. He is hoping that other nations in the SEEDTO and outside of the SEEDTO will also send aid.

Jurzan to 'invade' Mare di Dio!

Jurzan has announced a deal with Cenetis, which will allow Jurzan to build oil rigs in Cenetian territorial waters. However Minister of Finance Bryce Boada says that,

"This is a blatant act to undermine our attempts at creating a respectable Oil industry. We have been constructing new oil rigs all year, and this is fueling our economy greatly. However we are worried that the Jurzan oil companies will infringe on Ascaloni territorial waters. I propose a sit down between Ascalon, Jurzan, and Cenetis over were the boundaries of our territorial waters are. This will allow us to avoid conflict and confusion."

The Republic of Jurzan would like to restate that the deal is between the Jurzani National Oil Company and the Nation of Cenetics. We are operating entirly within our legal limits and there is no reason for any conflict or confusion.

This is good news, however we are still going to ensure that territorial boundaries are not crossed. Heavy fines will be issued against Jurzani National Oil Company Ships and Cenetian Ships.

Territorial Waters are 10 miles from the coast of the country and the economic exclusion zone is 200 miles from the coast. That is what will be recognized. Ascalon has claimed waters that according to international law do not belong to them.

In our oil construction in Mare di Dio, we will not be recognizing the Ascaloni claims.

Ascalon continues to show that it is bent on expansion and confrontation in this region. We call on the nation to act responsibly for once, and negotiate with regional actors instead of pursuing territorial ambitions.

The Ascaloni nation is, in our eyes, a problem for Himyar, much in the same way Freiheit was in Columbia. It would be wise of the government in Ascalon to consider what happened to that regime before continuing its current trend.

We shall be in contact with our allies in the region to discuss the matter in detail.

I echo the sentiments of the nations of Belmont and Hajr. The claiming of so much water as 'Ascaloni territory' in response to the Jurzan oil deal is a clear attempt to try and force them out or weaken them so Ascalon can remain dominant with the Cenetian oil wells. We call for Ascalon to stop trying to manipulate the Cenetians like this and simply work out a deal satisfactory for all sides.

Dear Sirs:

Due to the nature of the Mare di Dio as a "closed sea" without a natural navigable outlet to Europe's Oceans the precedents of customary international regarding the Laws of the Sea are not applicable. Customary international law regarding the sea is based centrally on the concept of freedom of navigation which does not apply to enclosed and or inland seas. Traditionally enclosed seas are understood to be the sole property of the nation or nations that surround the seas. As such a joint legal regime regarding mineral exploitation must be worked out between the states surrounding the sea. In the absence of such joint legal frame work the Mare di Dio is best legally understood as being held in res communis and governed by mutual consent of all parties.

Until such time as mutual legal framework is created by the bordering states all changes in the status quo regarding mineral exploitation in the Mare di Dio must be agreed to by all bordering nations. By taking unilateral action to further exploit the Mare di Dio the states of Jurzan and Cenetian are seriously upsetting the current status quo.

The United Emirates of Cakistan calls on all nations bordering the Mare di Dio to cease the construction of any new oil or mineral exploitation in the Mare di Dio until such time as an appropriate legal regime is put into place. Continuing such construction without appropriate agreement of all nations bordering the sea risks further confrontations and escalation. The United Emirates further calls on all nations not in the region to allow those nations bordering the Mare di Dio to negotiate this issue on there own without undue foreign pressure.

It is Carentanias firm opinion that the mining operations undertaken by the Jurzan are on a solid legal base and can not become the subject of any discussion about territorial claims brought forward by Ascalon. Furthermore, international laws regarding the sea are indeed applicable in the case of the Mare di Dio, as it is bordered by several different nations who do indeed conduct trade through this body of water - hence, regulations guarantueeing the freedom of navigation must apply in this case as well.

The only unilateral action being taken here is that of Ascalon. This is a sea like any other, and SEEDTO's attempts to unilaterally change the law of the seas to fit its members' goals is a direct challenge to the international status quo.

The Ministry of External Affairs recognizes the international legal principle of Mare Liberum over all the high seas. We further recognize the high seas as follows:

"The open sea or high seas is the coherent body of salt water all over the greater part of the globe, with the exception of the maritime belt and the territorial straits, gulfs, and bays, which are part of the sea, but not parts of the open sea. Whenever there is a saltwater sea on the globe, it is part of the open sea, provided it is not isolated from, but coherent with, the general body of salt water extending over the globe, and provided that the salt-water approach to it is navigable and open to the vessels of all nations."

As far as we know this is the only generally accepted definition of high seas that has been proposed, at least up to this date. The Mare di Dio is clearly not included under such a definition. First, the Mare di Dio is isolated from, and not coherent with, the general body of salt water extending over the globe. Second, there is no salt-water approach to the Mare di Dio, much less a navigable one. Third, the Mare di Dio is not open to the vessels of all nations as it lacks a navigable salt water approach.

This definition of high seas has been generally accepted by the community of nations since the promulgation of the doctrine of freedom of the seas. It is not the United Emirates of Cakistan, nor the Republic of Ascalon that is attempting to "unilaterally change the law of the seas." Rather it is the definition proposed by Carentania that the law of the sea covers all bodies of waters bordered by multiple nations through which trade is conducted that is a radical revision of generally accepted international law. We note that such a definition could have radical effects of on multiple bodies water throughout Europe and urge restraint by governments in promoting or accepting such a radical redefinition.
