:!: Mob fires upon Capitol Building

Today, policemen lined the courtyard of the Capitol Building as huge protests broke out around it. The protests were in reaction to Sharjah’s handling of the current political problems. Some were upset that Chancellor Khayrat suspended Congress, others were upset over what Congress was amending the constitution to be, others were upset that Congress didn’t fight Khayrat and pass their amendments.

The protests were surprisingly very civil, just holding signs and shouting. Regardless, Khayrat was nowhere to be seen and most Congressmen left the building when their powers were suspended. About four hours into the protest, shots were fired at the courtyard of the Capitol Building. As soon as the shots were fired, mass hysteria erupted and for more than two hours chaos broke out, in the chaos, the shooter or shooters escaped and the police currently have no trail. No one was injured during the protests and subsequent hysteria. The bullet fired shattered a window and put a hole into a painting in the Capitol Building, no serious damage was done.

Chancellor Khayrat responded in a speech stating that he knows that times are rough and people are suffering, but this isn’t the time to have mobs forming outside of the Capitol. He said his administration is doing everything it can to ensure that the third constitutional reform is the last and forms a government that is effective and powerful. Khayrat ultimately called for patient, but how patient are we?

:!: New Polls show shocking declines in support

The last opinion poll, taken on October 7, showed massive support for the Government. Today, JNN has updated its opinion polls with much better technology and expanded the sample population to better get an idea of how favorable people are with what is going on.

:!: Khayrat forms the Constitutional Convention

Today, Chancellor Khayrat released the framework of the new Constitution that the country will adopt. Chancellor Khayrat announced a change from his original plan. The original plan was to have Congress begin work again on a Constitution, with Khayrat taking a much more proactive role; this will no longer be the case. Now, the Khayrat Administration announced that there will be a Constitutional Convention held in Sharjah on December 20, 2010 and span for as long as necessary. Khayrat told all 31 Emirates to begin selecting no more than four delegates to come to Sharjah to finish the Constitution. Their finished product will then be sent to the 31 Emirates for ratification. Whatever is decided by the Convention is final, neither Khayrat nor Congress may have a say.

Hypocritically, Khayrat did release the guidelines for the Constitution, which must be incorporated into the new Constitution. In essence, Khayrat is the only figure in the National Government who had any say in how the country will be governed in the future. Khayrat’s guidelines, in the simplest terms, include the following:

• Three Branches of Government: Executive, Judicial, and Legislative.
• Each Branch will be independent of each other. Each will have their own separate powers and each branch will possess the power to check the other two.
• The Constitution cannot vest a majority of power into one branch, it must be equal.
• The Constitution must establish a Republican Government. It mustn’t define how the Government of the Emirates should function, however it will ensure they too have Republican Governments.
• A list of civil rights that is clearly defined and unalienable.
• Ultimately the Constitution must strike a clear balance in Federalism. The National and Regional Governments must work together for the common good of the nation. Should the Delegates fail to find any agreement on how power should be divided, then a unitary state must be established. Should a unitary state be established, the Central Government will assume governing powers of all Emirates until a time in which a bill can be passed to properly divvy up power.
• For the sake of standardization

The Delegates to the Constitutional Convention now have the daunting task of creating a Constitution. Khayrat’s guidelines are mainly with the composition of the National Government; however the choice over Federalism or Unitarianism may be cause for massive debate. The closeness of the Convention was intentional, for Khayrat didn’t want to beat around the bush and give the Emirates enough time to examine political opinions of the delegates they send or do any cooperation to ensure that one political ideology is going to Sharjah.

Most Emirate Governments have called emergency meetings to discuss who will be going to the Convention. Congress, on the other hand, is furious about Khayrat’s announcement. Many Congressmen said they will not tolerate Khayrat attempted to run the Government himself. Khayrat denounced any accusations by reminding Congress that the Emirates will decide. Some Congressmen are threatening to resign, Khayrat replied saying that their decision is hardly important, “anyone who resigns will simply be replaced.”

:!: Political Crisis Continues

The trial of Former President Ma’tusim Bulus began on December 25, 2010 and officially ended today, January 3, 2011. The trial was quick and the Constitutional Court Judges unanimously ruled that Ma’tusim Bulus was guilty of treason for breaking Constitutional Bounds and protocol, as well as abusing power, and illegally obtaining power. His sentence remains unsaid; however, there is rumor that treason should be punished with capital punishment.

Some people are calling mistrial, saying that the Constitutional Court was appointed by Chancellor Khayrat and Khayrat was a known opponent of Bulus and supporter of his removal from power. Members of the PUPC are accusing the Judges of voting in favor of Chancellor Khayrat not because it’s what they truly believe, but because they don’t want to offend the Chancellor. Ma’tusim Bulus refused to comment on the verdict.

January 1, 2011 was the date that legislative power was to go back to Congress after Chancellor Khayrat removed it. However, two days later and legislative power hasn’t been given back to Congress. Chancellor Khayrat declared that the Constitutional Convention was quickly finishing the rebranding of the Constitution, so it was unnecessary, even dangerous to restore legislative power to Congress. The Constitutional Court stated they lack the power to force the Chancellor to return Legislative Power, which set Congress off. Almost all of the PUPC members resigned, leaving a vast amount of vacant seats, all of which Khayrat assures won’t cause a problem.

:!:Constitution nears completion

The Constitutional Convention is in fact close to finishing the Constitution. The new Constitution creates a powerful Executive, but gives the other branches distinct powers. The Constitution forms the position of Supreme Chancellor as the highest person in the country. The Shura Congress has been renamed to the National Assembly, it is unicameral, and the amount of people in it is determined by the country’s population. The Constitutional Court has been made an independent body.

Executive Power is shared among the new Shura Council, which really isn’t an actual body, but a collection of various different councils and positions. These bodies are the Supreme Council, the Expediency Council, the Assembly of Experts, the Joint Chiefs of Staff, and the Supreme Chancellor. The Supreme Council reviews bills made by the National Assembly to ensure their Constitutionality, and controversially their “morality.” The Supreme Council also approves candidates for National Elections. It is made up of 15 members, 9 of which are appointed by the Supreme Chancellor, 6 appointed by the National Assembly for four year terms. The Expediency Council is entirely appointed by the Supreme Chancellor, however, the Constitution calls for the President, Chairman of the Supreme Council, and Chief Honor of the Constitutional Court to be members of the Council. There are no term limits and the Council is able to mediate disputes between the Supreme Council and National Assembly, however it is also the advisory council to the Supreme Chancellor. The Assembly of Experts is made up of eight members, elected by adult suffrage for eight year terms; the Supreme Council determines eligibility for a person to run for the Assembly of Experts. The Assembly of Experts appoints the Supreme Chancellor, and may, at anytime, remove the Supreme Chancellor. All meetings of the Assembly of Experts are confidential. The Joint Chiefs of Staff is responsible for governing the military.

The Supreme Chancellor has immense power in directing the nation’s defense and foreign affairs, but cannot really meddle, directly, in the governing of the country. The Supreme Chancellor delineates the general policies of the Government, after consulting the Expediency Council. The Supreme Chancellor can issue decrees and national referendum. He can assume command of the nation’s armed forces, at his discretion and declare war and peace and mobilize the army. However, the Supreme Chancellor’s most important power is his appointment powers. He appoints 9 of the 15 Supreme Council Members, the entire Expediency Council, the Chief Honor of the Constitutional Court, Judges to the National Courts, the Joint Chiefs of Staff, including the Chief of the Joint Chiefs, the Generals of the Military, the Chief Commander of the Armed Forces, and foreign ambassadors. He resolves differences between the three branches of the military. He can remove the President after the Courts of National Assembly find him guilty of breaking Constitutional procedure. He can also pardon and reduce the sentencing of people. The Supreme Chancellor can delegate his powers to whomever and assume his powers back at free will, but he cannot assume any other power than those granted to him.

Legislative Power is vested into the unicameral National Assembly. The National Assembly’s representatives are determined by population. Representatives will be elected to four year terms. The National Assembly drafts legislation, approves treaties, levies and collects taxes, and approves the National Budget. It is headed by the President of the Republic. The President is elected by direct vote every four years; no person may serve more than 2 consecutive terms. The President Signs legislation into law, signs treaties and agreements with other nations and organizations, and sets the agenda for the National Assembly. He may also propose legislation. He also appoints Ministers, with the approval of the National Assembly.

The Constitutional Court is made up of 7 Honors. The Chief Honor is the highest judicial official in the country. Cases brought before the Constitutional Court cannot be appealed. The Constitutional Court lacks the power to review the legislation of the National Assembly, as that falls under the Supreme Council; however they are responsible for ensuring that public officials are following laws and they can choose to hear any case they wish. The Constitutional Court appoints the Chief Prosecutor, who is the top lawyer for the Constitutional Court.

The Constitution lacks any provisions of the Ministries; they are entirely up to the Government once it’s in power. It also is very lacking on what power the Government ultimately has. The Delegates ultimately agreed on Federalism, but stressed that all laws made by the National Government are Supreme. The Delegates also said they will leave a list of Civil Rights to the National Assembly. It is said they are finishing the text and then submitting it to the Emirates(which will ultimately be renamed to States).

Final Draft Finished, sent to Emirates

The Constitutional Convention has submitted the final draft of the Constitution to the Emirates, which need to ratify the Constitution by a ¾ vote. Chancellor Khayrat has finally ceded Legislative Power back to a broken Shura Congress. Now, massively, the Shura Congress is made up of Khayrat’s Supporters, which many think Khayrat didn’t want to give up Legislative Power until the new Constitution couldn’t be touched by Congress.

Congress is, however, working on filling in blanks left in the Constitution. Most of all, it is deciding how to enact it. Congress is demanding that they host the elections for the Assembly of Experts as soon as possible so they can appoint a Supreme Chancellor. They have also decided that all current Congressmen will go to the National Assembly and each Emirate, now State, may hold their own elections to fill the vacant seats. The Supreme Chancellor and new National Assembly will be sworn in on the same day, and the two bodies will begin work on filling the other positions of Government. Congress estimates that, should the Constitution be ratified by Monday, the new Government will be in office and fully working by the end of February.

Chancellor Khayrat, the assumed Supreme Chancellor, called the entire ordeal “messy, but a great success and clear display of the effectiveness of our people when a crisis needs to be addressed.”

Shooting in downtown Najaf leaves 17 dead

Today, a shooting broke out at the PUPC Najaf Division. Three gunmen, heavily armed, assaulted the building and began throwing Molotov cocktails at the building, setting fire to the building and two surrounding buildings. Initially, around 12 people were killed during the murder, police arrived to attempt to kill the assailants, but five officers ended up dead, so they called in the Army.

Army Snipers quickly killed two of the gunmen, and subdued the third for questioning. The third gunmen, whose name will not be released as of now, reported saying that

“I am a Mujahideen, I killed Georgians, Talemantines, and now Socialists, all enemies to my nation. I have done no wrong.”

Mujahideen were called up to arms during the civil war and Jurzani-Talemantine War and played a huge part in the victory in both wars. Many of them were hyper religious and willing to fight till the last breath for what they believed in. Upon further questioning, the ex-Mujahideen hinted that there were more out there who were ready to defeat the Socialists who were trying to corrupt Jurzani Governance.

Chancellor Khayrat stated that murder will never be tolerated and “any armed resistance to the Jurzani Government, regardless of political identity will be responded to and treated harshly. I understand frustration with the current situation in Sharjah, but any plans or even talks of plans to cause anymore damage to the nation of the Jurzan will be considered terrorism and treated as such.”

NDS Officials will be looking into the possibility of new “domestic terror groups” and attempt to find out if there actually is a threat or if this act was done by three crazy people.

Zurab Nadarejshvili announces candidacy for President

Today, before a surprise press conference, Ambassador Zurab Nadarejshvili announced he will seek the office of the Presidency under the new Constitution. The press room was full of shock and awe as the announcement was, by no means, expected. The Ambassador, who was supposed to serve as the Foreign Minister, is second only to Faraj Khayrat when it comes to popularity.

Nadarejshvili has had a shady past; however, his name is in well regards. He became Finance Minister of Akhaltsikhe in 1988, under Executor Saakashvili. He quickly rose to being a trusted advisor, and with that, he ended the detention centers for political dissenters, and began supplying the Dissenters with information. He became Senior Councilor under Executor Abkhaz, then became the Jurzan’s Chief Diplomat, then served as Director of the National Directorate of Security, and finally was appointed as the Ambassador to Vangala.

Although experience wise, there aren’t many who can compete, Nadarejshvili is still a controversial choice, and many believe that’s because of his race. He is indeed Georgian and many believe the First President of the Jurzani Republic under the new constitution should be of Jurzani heritage.

Jurzani Oil Prices set to rise

The 2nd Republic of Jurzan is one of the world’s largest oil producers and has just recently begun producing oil on pre-war levels. The National Oil Company is, by far, the largest producer of revenue in the Republic.
Chancellor Khayrat called upon his government to begin working on repairing the finances of the Republic as well as hopefully balancing the budget. With Carentania’s relief programs, the country is seeing more tangible evidence of growth than ever before. As a result of this, Khayrat said that Sharjah doesn’t need to be pinned down nearly as much by the immense cost of repairing the Republic. Khayrat said he doesn’t want to increase taxes by any more than 2.5% on anyone. However, he called upon Congress to increase revenue and decrease spending regardless.
As a result, Congress announced that once the new Government is sworn in, the National Oil Company will be ordered to reduce oil production to an extent that will increase the cost of Jurzani Oil by 7%, making it, by a good amount, the most expensive oil in the world. Congress is also making cuts to the health and reconstruction budgets, however, has mustered up more funds to the military. This decision is, very unpopular. Critics say that if Jurzani Oil increases in price, there will be a massive loss in Jurzani Oil, which will upset the budget even more.

The People's Republic of Vangala supports the right of the Jurzan to reassert control over its own natural resources and ensure their extraction is for the benefit of the people, and not foreign capitalists. However, we also trust the Jurzani government to honour its pre-existing agreements.

New Era

Today, the fully assembled Government cheered as the last member of the new government was sworn in, Zurab Nadarejshvili as President of the Second Jurzani Republic. Zurab Nadarejshvili was a controversial candidate, being one of four Georgians in the National Government, and holding a post of such value. Zurab Nadarejshvili gave a short speech outlining what he wants done as President within the next few years.

He stated that schools must be reopened around the country, children need to get back itno the schools. Currently, only 46% of students are in school, only 72% have access to a school. He also called for a revamped and reequipped police force. He called for quick work on solidifying the nation's judicial system to help generate a higher degree of order.

Supreme Chancellor Khayrat stood before the full National Government and officially declared that on February 17, 2011, the Second Jurzani Republic was in full effect. He stated that in politics, the Jurzan has failed to perform well, but this was a start to something greater. He told the Government that "we were the elected few who are to provide a well being for a population of thirty-eight million people. We will do so with the full knowledge of the ramifications of failing to aid the populous. We must act more responsible than ever before in our short lives. Today, gentlemen, a task has been dawned upon all of us, entrusted to us by the people. This country exists for the people, we exist for the people, it is a rule we shan't ever forget."

President Nadarejshvili called the meeting to an end, and all the members of Government, aside from the National Assembly, departed the room. President Nadarejshvili stated that the National Assembly will not leave this room until an alternative to increasing oil prices for increased revenue is found.

People rejoiced as a promise of political instability would soon come to an end and Sharjah will begin to run effectively. Aid programs issued by Carentania and Jurzan are of immense popularity and people are hoping that a more effective Jurzani Government will increase the span and effectiveness of the programs.

This ministry would like to leave the new democracy with an old Native-Akwi proverb, "In our every deliberation, we must consider the impact of our decisions on the next seven generations." :!: Leaps in infrastructure

As part of the joint Carentanian-Jurzani Reconstruction effort, high-speed railways are to open across the nation. The railways are primarily for transportation of people, however the Government has confirmed massive military mobilization in the South for matters of National Security.
Today, President Zurab Nadarejsvhili presided over the opening of the Sharjah Railway Station, cutting the ribbon, officially marking its operation. Simultaneously, three others stations in Abasha, Buraydah, Najaf, and Asyut have opened. All major cities north of the Asyut River currently have operational high-speed railways. The momentous occasion was started by hundreds of Jurzani people pouring into trains to visit their families across the nation as the war had separated sons, brothers, and fathers from their families. The President himself visited Najaf to see his half brother. The nation was marked with joy, as Chancellor Khayrat sent his personal thanks to Carentania for allowing the dream to become possible.
It doesn't stop there either. Hospitals and military medical relief camps are opening across the nation. At the start of the Civil War, only 39% of the population had access to even the simplest medical care. Now, 71% of the population has access to adequate medical care.
Another huge increase is in schools. At the start of the First Jurzani Republic, a pitiful 13% of children were attending school on an annual basis. Now, President Nadarejshvili and the National Assembly have mandated school attendance and schools are being constructed across the nation, private schools are highly encouraged with the National Board of Education setting standards for school accreditation. 55% of the nation's children are currently attending school on an annual basis. The Government would like the figure to be 100% by September 2011.
The nation has also begun making payments on loans given by Hajr. President Nadarejshvili and Chancellor Khayrat met yesterday to discuss a military spending bill that limits the budget, but doesn't hinder the military's capability. The two leaders have come to an agreement and it was sent to the National Assembly. President Nadarejshvili has refused to sign any bill increasing the price of jurzani oil, he said the nation must look into alternatives or live with the current deficit. Members of the Assembly have dabbled in increasing taxes, however they aren't willing to do that either.

:!: Controversial Policy circulates the National Assembly

Rumors of a new program that is the brainchild of Representative Maroun Bagdadi, have been whispered through the press for quite some time. Today, before the Council of Human Development, a subdivision of the National Assembly, Representative Bagdadi unveiled his plans for helping the less fortunate of the nation, but it is controversial.

Representative Bagdadi unveiled his "Indentured Workers Corps" to the Human Development Council today. The IWC is designed to give work to people who so desperately need it, but be cost friendly to employers. The program will allow people to hire people to do work in return for food, water, clothing, or other materials, not always money. Representative Bagdadi talked about how there is a migration from southern fathers to the north for work and many people in the south aren't interested in Jurzani Money, they'd rather have raw materials.

None of the Councilors were convinced right away that this was such a good idea. They claimed it could be manipulated too greatly to provide cheap labor for the wealthier people of society. Bagdadi claimed that the contracts would have to be agreed upon by both the employer and the employee. The Council is continuing debate on it and any finalized proposal won't be ready for a little bit because of other debates in the Assembly.

:!: Khayrat unveils massive Development Plan

Today, Supreme Chancellor Faraj Khayrat came out of general silence and unveiled a huge plan for the development of the entire Jurzani State. Khayrat's plan, which must be accepted and implemented by the National Assembly, is by far the most extensive and far reaching plan the Second Republic has put into place. Khayrat's plan is to form four new agencies.

The first is "The Northern Department" which will have jurisdiction over the development of the North of the nation. Khayrat wants to see industrial advancements in the North and capitalize on oil refineries to ensure that the Jurzan is making the best out of the resources it has.

The second is "The Western Department" which will have jurisdiction over the development of the Western Mountains, mainly the renovation of the Mining Industry. Khayrat has stated the new Mining Industry will be under the control of the Jurzani Government.

The third is "The Southern Department" which has jurisdiction over the development of the South of the Jurzan, which is well known for its poverty. Khayrat has ordered Jurzani Military Personnel to the south to act as police in areas that have little law enforcement and run military clinics to allow the civilians to gain access to adequate healthcare. The Southern Department will have the ability to direct military relief programs in the South as well as responsibility for turning military projects over to civilian control.

The fourth is "The Central Department" which has jurisdiction over the development of the Central part of the nation. This department will likely renovate and direct farming operations in the Jurzan, as food is on shortage in a large amount of the country so getting the farms back on track is vital to the survival of the entire nation.

Khayrat also announced as another part of his plan is to nationalize the insurance and healthcare industries. These industries join the Bank, Oil Company, and Mining Company as nationalized industries. As of now, the Government can claim to be the highest employer in the Jurzan.

Supreme Chancellor Khayrat declared that this was the only way to ensure that Jurzani prosperity is shared by every person, he claimed the ultimate goal is to improve the life of the entire nation and generate a more powerful economy.

The National Assembly rose in thunderous applause when the Supreme Chancellor announced his plan before them and are reportedly declaring that it will be authorized and implemented immediately. President Nadarejshvili declared that corporate profit will be used to supplement the Government's budget, making tax rates shrink and disappear entirely in some fields. President Nadarejshvili also said that the Government will now be able to control healthcare prices more effectively to benefit the masses. He also claimed that the National Assembly's focus should now turn to social welfare.

Today, three State Representatives and their families were kidnapped and held hostage in the Southern State of Kef by a terrorist cell who disagrees with the current Jurzani Constitution. It is unknown how many terrorists are involved, but it is known that they are holding up in an abandoned mine. The terrorists stated that if the Jurzani Military made a move, they'd kill the hostages immediately.

A platoon of troops arrived a few hours after the kidnapping with Platoon Leader Jabil Zahir sitting down with one of the terrorists, asking them why they were doing what they were doing. The answer was immediately classified as top secret due to National Security reasons, but Platoon Leader Zahir turned down the request and waited for further orders. Major General Nimat Hamza arrived shortly later, supervising the situation. Major General Hamza said he would be looking for a peaceful solution, however all options were on the table.

Groups of civilians protested the arrival of the Jurzani Army, citing that they have every right to take these "traitors" into what they called citizen's arrest. They claimed that the representatives were shady and liars who only wanted power to rape their land of its independence. Many fear that if the situation isn't resolved quickly and efficiently, there could be more incidents across the nation sparking nationwide paranoia.

President Nadarejshvili made a statement claiming that we're all citizens of the Second Republic of Jurzan and that "we're all in this together. Now, I request the release of these representatives so we can sit down and work out the problems that besiege us in a democratic and peaceful manner."

The news of such an obvious disunity amongst the Jurazani people is deeply unsettling for them. the antion's alliance and its surroundings in general. Though we trust the Jurzani officials can rectify this problem, Akwesasne will continue to monitor the situation and provide aid if need be.

Today, in a Press Conference, Supreme Chancellor Faraj Khayrat announced that Trans-Nineveh has arrested Jurzani Embassy Workers under alleged crimes of "spying, homosexuality, murder, and various other ridiculous claims." Khayrat also stated that the nation was considering the possibility of military intervention, if need be. The Press room erupted into a roar as questions arose over how the Government planned to help the embassy workers if they were incapable of helping the State Representatives in the South of the nation.

After calm returned, Khayrat declared that he offered to suspend the diplomatic freeze and speak with Trans-Nineveh in an attempt to calm the situation and attempt to stop some human rights abuses in Trans-Nineveh. Most of all, he called upon Himyari nations, putting great emphasis on Kassiopeia and Carentania to come together to deal with Trans-Nineveh. He said that Himyar should handle Himyar's problems and rejected any intervention by the Council of Nations.
