The Shura Congress is continously reminded of the Fulani Troops that invaded the country with the intent to overthrow the Jurzani Government as well as ridiculous Ascaloni Laws over religion.

What exactly are you referring to with this statement? Freedom of Religion is found in the Ascaloni Constitution, and is practiced throughout the nation. Since the 1950's the Ascaloni government has yet to make any law that would harm it's Muslim, Jewish, or Protestant citizens.

Today, the Shura Congress voted on whether or not to leave the Southern European Economic Defense Treaty. The Bill was called the "Termination of SEEDTO Involvement." The Bill was debated for a long period of time, and believe it or not there were many members of the Shura Congress who wished to remain in SEEDTO and work out an agreement with The Divine Republic of Ascalon. There are 217 members of the Shura Congress. To pass a resolution, 60% of the vote is needed, in this case, 130 votes. The final vote was:

FOR: 155
AGAINST: 57
ABSTAIN: 5

The Majority received was a 71% majority and the bill received the signature of President Faraj Khayrat shortly after it was passed. Here is an exert of the text:

"With the passing of Resolution 10-66, by vote of 155 to 62, the Republic of Jurzan officially adopts Resolution 10-66 and terminates its agreement to the SEEDTO Constitution and officially removes itself from the organization.

President Khayrat called the bill "depressing, but necessary." The question was then raised about the Jurzani National Oil Company and how it'll be operating in Mare di Dio now that it cannot use Ascaloni roads or rails.

The National Oil Company's CEO, Aryan Khan, had a press conference on how the agency would move forward with its plan. Khan announced that Jurzani Workers and equipment would be transported, over Ascalon, by Cenetian Airlines. Khan said that establishing a foothold in Mare di Dio will be the difficult part, but once it's done, the oil will begin flowing "quite nicely." The Jurzani Government announced that it would be likely that terrorist organizations would be going after the oil rigs and as a result, soldiers would be placed on the rigs to ensure their safety.

President Khayrat said to expect great resistance and violence from Ascalon, he commented saying that Jurzan was not backing down and that Jurzani Oil Rigs will be in Mare di Dio and the oil will be going to Jurzan.

The Government of the United Emirates views with alarm the announced Jurzani plans to militarize the situation in the Mare di Dio by placing armed troops aboard oil rigs. As there is no known terrorist or pirate activity in the Mare di Dio we can only view such actions as needlessly provocative and destabilizing.

:!: Abasha Port reopened, new Merchant Marine emerges

Today, Abasha City Officials announced the reopening of Abasha's main port. This might be one of the most significant events for the nation since the signing of the Constitution. The Civil War and subsequent Talemantine Invasion caused the port to be all but abandoned. This resulted in the economy of the entire nation collapsing as many people relied on transporting their goods up the river, through Abasha Port, and to the rest of the world. The Government has even constructed new small sized ships designed to transport cargo through the Abasha waterways.

Farhad Zahir was appointed Chief of the Abasha Trade Company, which is a Government-run agency that handles the day-to-day operations of the port. Chief Zahir said that the ATC has a new fleet of vehicles, all land, sea and air, to aid in the transport of cargo to their respective ships for transport worldwide. Zahir said that ATC owns and operates three actual full size cargo ships, Sharjah's Port operates one. Zahir said he wants to use the agency's own money to produce a fourth and fifth.

Citizens of Abasha cheered as the Port was reopened, as it was the first tangible thing that the Shura Congress has completed in order to help stabilize the Jurzani Economy.

Minister of the Treasury, Haji Kamran, stated that a great deal of the economic problems in Jurzan could be rectified by the adoption of a new currency, different from the Akhaltsikhi Mark. Minister Kamran said that the country adopting a new currency is a risky move, but it is ultimately needed for the stability of a National Economy.

Today, President Faraj Khayrat gave a speech on his Government's apparent weakness to meet the demands of the country. He also talked about how he fears the Jurzani Government is gaining way too much power over the economy, i.e. the National Oil Company, National Bank, and the National Health Service(which has yet to go into effect).

President Khayrat criticized Shakil Isma'il's constitution, which is currently in effect. Khayrat said the idea of the Executive and Legislative Branches being combined is not a bad idea, in fact, the President prefers it. The President called for the establishment of a National Judiciary, to regulate the nation's court system more effectively. "the Shura Congress determining whether or not its own laws are constitutional is flawed."

Khayrat's most controversial part of the speech was when he claimed there should be more security as to who the President is. With Elections every three years, it is possible for a change in Congress' President every three years. With such repeated change in power, it could cause political instability. Critics of Khayrat's plan claimed he was simply trying to keep his Presidency for as long as he could, and even threatened to charge him on corruption.

Khayrat talked about the importance of Congress being able to levy taxes on its own. It said that the quotas on the Emirates were huge and ultimately hindered the weakened nation as a whole. Critics claimed that the Government would become too powerful if it was capable of taxing directly, then Khayrat went off the edge.

Khayrat accused members of the Shura Congress of tyranny because they have voted repeatedly for the strengthening of the National Bank, national Oil Company, and new National Health Service. With the Government in those three sectors, in these times, it pretty much controls the direction and maintenance of the Jurzani Economy. Khayrat said the Government's power must be limited or else we'll find ourselves in the same kind of situations as other countries.

"An unitary Government supported by a strong central leader," are the words of President Faraj Khayrat. President Khayrat claimed that the current constitution weakened the Government too much and caused a giant mess. Khayrat said that "in the days of the Meritocracy, things got done, they weren't popular things, but the Government didn't scream and fight for weeks and weeks to do things."

President Khayrat claimed the Government has become too caring about political parties, too caring about polls and opinions rather than the actual job, which is still a daunting task. Most of all, Khayrat complained of the lacking of a strong central figure that the Government would follow. When asked on what Khayrat meant and what he wanted to see done, he replied that "Jurzan lacks a powerful leader, it lacks a powerful everything and as a result, we are unable to get things done. I suggest the creation of an Executive Branch and giving said Executive the power to be an Executive. I suggest that he Shura Congress work under the leadership of a strong leader, rather then they currently are."

Members of the Shura Congress have agreed that the constitution doesn't provide the necessary elements that it needs to so it can strengthen the Republic. Khayrat began calling for the Shura Congress to begin reworking the Constitution.

Khayrat said "resentment is growing. This nation needs a powerful central leader, it needs someone who is capable of leading. The President of the Shura Congress grants me no power above that of a common Congressmen, and as a result, this nation will suffer."

:!: Shura Congress agrees to extend the power of the President

Today, the Shura Congress passed the "Presidential Powers Bill" which defined the Powers of the Shura Congress President, but created the position of Chancellor. The position of Chancellor shall be recognized as the Republic of Jurzan's Head of State and Government, and Supreme Commander of the Military.

The bill defines the President of the Shura Congress as "the presiding officer of the Shura Congress, responsible for the day to day operations and organization of the Congress during the time in which Congress is in session as well as when Congress is out of session." The President shall be nominated by the Chancellor and elected by the Shura Congress. The Chancellor actually has quite a bit of power over the President. The President does much of the same things as the current President's power is given. The President presides over all Shura Congress discussions. The President brings bills to the attention of Congress, sets the voting date, can delay votes. The President sets up the schedule and agenda of Congress annually and submits it to the Chancellor. The President has no real power, but he ensures the smooth operation of Congress.

Most significant in the bill is the new Executive Branch. The Chancellor heads this Executive Branch. The Chancellor has been given the official title of "Chancellor ____________, 1st Chancellor of the Republic of Jurzan, Head of Jurzani Government, and the State, Supreme Commander of the Jurzani Forces, Preserver and Defender of the Jurzani Constitution." The Chancellor is by far the most powerful figure in Government. Khayrat, who will likely serve as the first Chancellor, claimed it was a position designed to unite the country under a leader rather than a collection of people. The Chancellor is popularly elected and serves 4 year terms.

The Executive Branch consists of the Chancellor, Council of Advisers, National Security Council, and the National Constitutional Council. The Council of Advisers is comprised of the Ministry heads and anyone else the Chancellor appoints to advise. The National Security Council is comprised of military leaders as well as the Chancellor, as the Chancellor is the Supreme Commander. The National Constitutional Council determines the Constitutionality of court cases and bills, it is headed by the Chancellor.

The Chancellor himself has been given an extreme amount of power. The Chancellor has the ability to dismiss Congress at his choosing and has the power to assemble Congress. The Chancellor nominates a President, but Congress must vote on it. The Chancellor can submit his own bills to Congress and no bill can become law without the signature of the Chancellor. The Chancellor may overrule any legislative action by Congress as well. The Chancellor is Supreme Commander of the Jurzani Forces, as a result, he no longer requires Congressional permission to deploy troops. The Chancellor cannot deploy troops in foreign lands for more than 30 days unless Congress permits it. The Chancellor cannot declare war, but he can request Congress to do so. The Chancellor appoints the Ministry Heads, NSC members, and NCC members. The Chancellor can only be impeached if there is a 2/3 vote from the Emirates. The Chancellor can also appoint and receive Ambassadors.

In times of emergency, the Chancellor, with approval of the NCC and NSC, can declare the Emergency Powers Clause, which grants the Chancellor the following powers: Unrestricted Military Control, Power to declare war, power to bypass procedures, ability to assume Legislative power. The Chancellor may hold these powers for six months, at which time, he'll need to apply for them again or relinquish them.

Faraj Khayrat was appointed to the position of Chancellor from now until January 1, 2012. The election for Chancellor shall be held on November 1, 2011, and the official inauguration date being January 1, 2012.

Along with the passage of this bill, Congress approved the "Extended Powers Clause" which granted Congress the power to levy and collect taxes and regulate commerce.

All in all, no bill in history has expanded Governmental power so far, it has many opponents in Congress, but it was still passed.

:!: Future of the Republic

Chancellor Faraj Khayrat officially submitted his nominations for the National Security Council and National Constitutional Court. Chancellor Khayrat summoned Congress together to vote on the nominations. Congress voted in the affirmative for every nomination for the National Security Council, however, nominations for the National Constitutional Court hit a rough patch.

Constitutionally, the Chancellor is the Head of the National Security Council. The Chancellor is a rather busy person who cannot be everywhere at once, so Omar Pasha, who was Commanding Officer of the Mujahideen and Jurzani Regulars in Asyut. He saw military combat and commanded a great deal of respect among his troops. His name really isn't known nationally. Chancellor Khayrat said Pasha would oversee the Council in the Chancellor's absence. The National Security Council was sworn in today and they held their first meeting.

The National Constitutional Court nominees were mainly people who were present when the Constitution was written, not all of the nine nominees have actual law experience, which is why Congress is debating on their appointment. Opponents argue that the people on the National Constitutional Court should be the nation's most renowned law professions, as supporters claim no one knows the constitution better than those who wrote it. At the end of the five hour deliberations, all but two of the nominations received the Congressional Stamp of Approval. Chancellor Khayrat agreed to reassess his choices.

At six o'clock today, Chancellor Khayrat made a surprise speech before a fully assembled Shura Congress. Khayrat declared that now the Constitution was amended appropriately and now an effective government can exist. He stated "the tools are in our hands, and now it's time to do things with the tools."

:!: National Oil Company announces its met pre-war production levels

Today, the National Oil Company has announced it has met pre-war production levels, retaking its spot as one of the largest oil producers in the world. Although the nation cheered the oil production as a major success of the reconstruction, Chancellor Khayrat and Congress now to export the oil in a new fashion, different from Akhaltsikhe's exportation.

A large sum of oil has been exported to Carentania, but the rest is being barreled up and stocked in Abasha, being prepared for exportation. Congress announced a willingness to export to every country, regardless of history, but that idea is being shot down by Khayrat, who claims the oil should only go to certain nations. Although all members of Government unanimously agreed that such nations as Talemantros and the LFS Alliance won't receive a drop of Jurzani Oil.

The battle over Jurzan's oil and where it should go, has, in this news report, been made public. Many people are speculating that it was made public because the Government wanted to see foreign interest in the oil, however, that's just speculation.

:!: Sharjah Reconstruction Project nears completion

The Sharjah Hospital, which will become the largest hospital in the Republic, is near completion. Currently, windows, lighting, and wires are being worked on. Supplies are also beginning to arrive to the Hospital. The Government is subsidizing the hospital, so the cost of going to said hospital is significantly reduced.

Tenements were constructed as well, capable of housing a total of 3,000 people. These tenements are also government run and at reduced cost. The idea was to replace the homes that were destroyed during the attack on Sharjah. However, the Government is aware that a large population remains homeless.

Commercial plots of land are available, and the Government has recently begun selling them to the highest payer. The Government has no discrimination as to who they are selling the plots of land to.

:!: Reconstruction turns into plain construction

It is no secret that the Republic of Jurzan was in bad condition, it's failing infrastructure and growing poverty rate were well known. As the Government works on rebuilding, it's finding out, at a horrific pace, that it needs to pump huge sums of money into the nation to bring up the general standard of living in the country. That requires a huge expanse of Government Spending and the Government's power in general, which brings debate.

No one can deny that the country is in desperate need of help, but the money simply isn't available. The country is already massively in debt. It won't be long before economic problems from that alone rise. Khayrat preached about beginning to solve the national debt, as it's a "ticking time bomb."

Hospitals need to be constructed nationwide, or at the very least medical camps. The homeless rate is extremely high and schools are scarce. All of it has a clear solution, but if the Jurzan remains in this rough financial shape, then there's nothing the country can do to address the matters. Many have criticized the Sharjah Reconstruction Project because of how much money was sunk into it and it only affected that region rather than the entire country.
