Yesterday, September 10, 2010, our nation's freedom and independence became unquestionable. Talemantine Troops officially began leaving Jurzan, officially ending the Jurzani-Talemantine War, the last military conflict to complicate the situation in our nation. War has ravaged us for the good part of our brief existence and before that our people were subject to an apartheid regime that neglected the fact it's policies were hated worldwide. For the first time, in a long time, our nation can flaunt the religion that has been with our people for a millennia, and our people can celebrate and be happy in the streets knowing there is a bright future ahead(OOC: It is entirely coincidental that my Islamic nation is cheering on Sep 11).

Our Jihad is finished, and we rose victorious when in the onset the odds were against us. 4.1 Million civilians rose to the occasion as Mujahideen warriors, determined to defend their country and now I am asking them all to return home, to the families and property they fought so hard to defend. The Jurzani Military's air and sea power will return to the country later today where we will decommission a good deal of our air and sea power to use the unnecessary ships as materials for the reconstruction of our nation. I plan on vastly cutting back our nation's military, much less than the days of Akhaltsikhe and I will ensure to modernize our country defense forces to ensure that in the future no imperial power nor domestic threat can ruin what we've tried so hard to achieve.

The Republic of Jurzan is officially a founding member of the Southern European Economic Defense Treaty. Embassies for both alliance officials and government officials will be opened up in our fellow alliance members as well as Belmont, Hajr, Carentania, Trysreich, and Cornavia. As for Carentania, their dedication to our country never faltered and for that, they have our thanks. I am however asking the full withdrawal of Carentanian troops from Jurzan as well as revoking rights to Belmont for deploying troops to the country, I do not believe that this is the proper time for foreign military personnel in our country. I will be heading to Carentania and Belmont to discuss the future of our relationships as well as attend the SEEDT Summit.

My next message goes to Himyar as a whole. The Uroduah people must be united, not necessarily politically, but in spirit and mind. Uroduah continent and worldwide should be proud of their heritage and reject foreign entanglements that threaten the integrity of our people. We must show the world that Himyar can stand side by side as brothers and friends rather than enemies looking to stab each other in the back. We are optimistic about a future between us and Talemantros, I believe our two nations in the future can work together for the betterment of the continent as a whole, there is no need for us to be enemies.

In Sharjah, the Reconstruction Plan will begin. We will be spending huge sums of money to reenergize our economy in this city as well as build a national hospital, one of the most modern and best in Himyar. Urban areas nationwide, including the destroyed cities of Tetri Tsqaro and Tel Keppe shall be rebuilt. The Shura Congress will be based in the National Mosque, on the top floor, until a true Government building can be constructed. We will take our time on such a thing because we believe the needs of the people come first.

We will work round the clock to bring education and healthcare to the masses, the basic human rights that Akhaltsikhe has failed to achieve. We will rebuild destroyed homes and farms across this nation and bring people back into normal life. We will reconstruct our rail system and roads which all took a hit during the war. We will begin to rework the oil industry and have it pumping out one of the largest amounts of oil in the world soon. We will stabilize our nation's bank, we will not privatize it, it is essential that it remains secure.

This will by no means be easy or quickly done, but my people, citizens of the Republic of Jurzan, we have gone through the hard part, now we must come together as one people to rebuild the nation we all love. Good day to you all and congratulations for winning our people's freedom.

:!: Tensions between Umbazi and Ascalon are continuing to increase and are becoming a more pressing issue, the President issued a statement that practically demanded the return of the teenagers' bodies as well as settling the manner is a civilized and peaceful way. Khayrat called it the responsibility of Himyari Nations to show our ability to work things out civilly and avoid another regional conflict.

:!: Belmont-SEEDT Summit begins, NDS Director Zurab Nadarejshvili leading the Jurzan Mission. Many are questioning exactly what Director Nadarejshvili's role in Government is.

:!: The Sharjah Reconstruction project is being put on hold as funds are unavailable and the Shura Congress Committee on the Interior and Treasury asserted that the available funds are needed elsewhere. The Shura Congress Committee on Health and Human Services called the decision deplorable.

:!: SCC on Foreign Affairs is swamped in paperwork as massive amount of work needs to be done and there isn't a large amount of people to do it. Many in the committee are saying that the committees are too occupied with their work to effectively act as a legislature, this is leading to calls for the creation of separate departments to handle the affairs.

:!: Nationwide manhunt begins for the remaining Akhaltsikhi Council members and other high government members. Nation reportedly closing borders to help ensure they don't leave the country.

:!: Jurzani-Talemantine Border was officially closed "until further notice." Airspace over Talemantros is off limits to all Jurzani planes, ships are warned to stay clear of Talemantine waters, the nation has also reportedly deployed several corvettes to sea to ensure the safe passage of Jurzani and foreign ships.

:!: Schools reopen across the country. Less then 30% of the children have returned to the schools and the Shura Congress more or less revealed they have no plan in place to enforce school attendance and although the SCC on Education is continuously petitioning for a plan, they have yet to get the floor from other SCCs. Education is, said by one Congressmen, "not on our list of things to do."

:!: Diplomatic Crisis

Today, the Kingdom of Belmont chastised the Jurzani Government and SEEDTO leadership for not bringing peace to Himyar in a week. The Foreign Minister accused SEEDTO of fueling the conflict and accused the Jurzani Government of being corrupt and had plans to kick all their allies to the curb once independence was achieved.

The Kingdom announced that they sent memos to both Hajr and Carentania to get them to change their opinion on SEEDTO and adopt the Belmontien stance on the matter. The Shura Congress responded with "Jurzan is more aligned to Carentania then any other nation in the world, they are and always will be our greatest ally." Hajr, being the brother nation to Jurzan, is also considered one of the nation's greatest allies, but is also considered a great ally of Belmont.

President Khayrat released the details, in full, of Belmont declaring an aid package for Jurzan, but in return wanted a massive military base. The Shura Congress did promise to allow Belmontien military forces into Jurzan, but is now concerned considering Belmont's threat to intervene in Himyari affairs. Khayrat, while on the telephone with the Shura Congress, requested a vote on whether or not Belmont should still be allowed to build a military base of significant size in Jurzan, the Shura Congress unanimously voted against the idea, stating "we will not allow Belmont to use Jurzan as a staging ground for continued intervention in Himyari affairs."

Nadarejshvili reported stating that Belmont was upset as to how SEEDTO was not able to resolve the crisis between the belligerent Ascalon and Republic of Umbazi in a week. It was neglected that Jurzan was and still is trying to reorganize after a cataclysmic ravaged the nation. Nadarejshvili reported statingt that Jurzan and all other SEEDTO members have chastised Ascalon for their actions, but that again was looked over.

President Khayrat was accused of a plot to "backstab" their allies by forming SEEDTO. In Khayrat's opinion, Belmont has an interest in using Jurzan to continue their own agenda in Himyar. Khayrat noted his intense wish for continued Carentanian friendship as well as Hajri friendship. All in all, President Khayrat summed up the miserable failure in Belmont in these words:

"We have failed diplomitcally in Belmont, but they have insulted our Government. We are working endlessly to resolve the pressing domestic concerns of this nation as well as trying to establish SEEDTO and maintain peace in Himyar, a continent that has been in conflict for centuries, those three tasks are daunting and they take a huge amount of effort on our part. We will need time and patience. Belmont was considered a close friend of Jurzan's, but we will not tolerate being called corrupt because we refused to allow Belmont to willingly intervene in a matter that should be handled by Himyari Nations, if this is the rhetoric of Belmont, then we want nothing to do with the Belmontien Kingdom."

There are also rumors that before the summit began, SEEDTO members collectively agreed to oppose Belmont using SEEDTO as a staging ground for intervention, although this cannot be proven one way or another and the Government cannot comment on it.

To say that the Kingdom had plans to establish a military base in the Jurzan are false. The Kingdom furthermore states that the allegations by the governments of the Jurzan and Cakistan have gravely insulted the Kingdom. It is a shame to see that the Khayrat administration has cost its nation the support of a good friend.

:!: SCC on Foreign Affairs said that Jurzan's situation in the world, diplomatically, has become more intense and dangerous then it has before. They claimed that the nation not just should, but must distinguish allies from enemies and stick to it.

:!: Anger spreads all over the Shura Congress about Ascalon's aggressive policies in Umbazi. Although we cannot confirm, some members in Congress are suggesting to boot Ascalon from the alliance if they choose not to go to Frescania. They state that SEEDTO was not founded so that the member states could hold a monopoly on Himyari politics, if that happened, then Jurzan would no longer be interested.

No member of the government has stated that President Khyarat is corrupt or a liar, we have however stated that officials within the government - working at lower levels - have been corrupt. Furthermore, we'd like to state that we have no intention to turn anyone against anyone. Also, if war were to break out anywhere in Himyar, Belmont would oppose the aggressive actions.

:!: On Thursday, the National Oil Company reported producing 210,000 barrels of oil, an all time high since the outbreak of the civil war. That number was steadily increasing by 500 barrels a day until today, September 18, 2010, when the National Oil Company reported producing 250,000 barrels. Even though wages are significantly lower than pre-war levels, the National Oil Company is one of few companies actually growing, meaning it is one of the most secure jobs in the country, it is also actively looking to hire.

:!: Stabilizing the Economy is becoming increasingly difficult as foreign aid has frozen. Shura Congress is reportedly looking into a more secure system, taking special attention to Carentania and the Revolutionary Defense Treaty as a whole.

:!: Historic Agreement signed with Cenetics

Today, The Republic of Jurzan officially confirmed rumors that representatives from the National Oil Company had met with representatives of Cenetics to discuss possible expansion of the company into the Mare di Dio.

A majority of Ascaloni Oil Wealth comes from Mare di Dio, and it is rumored that CEO Aryan Khan has always wanted to expand the company to the Mare di Dio to increase Jurzan's oil capabilities. Khan said he wants to make the company competitive with a certain nation, but did not hint to what that nation was.

Khan announced that a deal was signed between the Oil Company and the Government of Cenetics that the Oil Company can move into Mare di Dio but will be using the Cenetics Merchant Marine to transport the oil from Mare di Dio to the rest of the world.

The Jurzani Government has reportedly set millions aside for the construction of new wells and payment to Cenetics, but the output from these new wells more than pays for the expenses. Apparently, these negotiations have been going on for a long time, but they were in secret to avoid media coverage. Some experts estimate anywhere from a 250,000 barrel a day increase to 500,000 barrels a day increase. Of course it'll take a while to construct the wells then actually get them drilling, but once they start, they won't stop.

Aryan Khan was commended by the Shura Congress for finally negotiating the deal. Khan was named the most successful business man in Jurzan.

However, some have stated that other nations will react unfavorably to Jurzan's expansion, but the Shura Congress responded to such things by saying that Jurzan is acting within its legal limits and is simply being economical.

:!: Renewing Hajri Relations

Today, Shura Congress Committee on Foreign Affairs Chairman Mansur Jabir announced his plan to restore Hajri Relations, as they have been damaged by Jurzan's membership in SEEDTO. Chairman Jabir said he wishes to visit Hajri Officials to discuss the future of Hajri-Jurzani Relations. He wishes to discuss more cultural exchange and economic cooperation between the two nations.

Jabir said that Hajr was one of the closest nations to Jurzan during the war and that it would be a damned shame if the two nations separated now.

:!: Shura Congress begins discussions of creating a National Court

Currently, the Republic of Jurzan is a parliamentary Democracy with only one branch of Government, the Shura Congress. Judicial power was largely focused among the various Emirates. Now the Shura Congress is deciding on whether or not to create a National Court.

The National Court is designed to determine if what the Shura Congress is doing is constitutional. The Court is also designed to make decisions on controversial things that the entire nation is conflicted on. It is also designed to standardize the law in the nation.

Members are debating as to whether or not to allow Judicial Power to be shared with the National Government, as others are debating that the National Government needs Judicial Power just to conduct itself.

:!: Shura Congress approves formation of separate Ministries

After repeated complaints over the amount of work that the Committees must do along with their legislative responsibilities, the Shura Congress approved the formation of separate Ministries to handle the affairs, giving the Shura Congress the responsibility of legislative action and that alone.

The Ministries formed will be: The Ministry of the Treasury, Foreign Affairs, Defense, Justice, Agriculture, Commerce, Health, Urban Development, Transportation, Energy, Education, and National Security.

The National Directorate of Security is under the control of the Ministry of National Security. The National Bank has been placed under control of the Ministry of the Treasury. The National Oil Company has been placed under the control of the Ministry of Energy. The Military has been placed under control of the Ministry of Defense, but of course there is a special relationship with the military and the Shura Congress.

These new Ministries were formed with the hope of establishing a smoother working Government and to lessen the burden on the Government during these rough times of rebuilding the Republic.

:!: Jurzani and Ascaloni tensions heighten

After Jurzan announced its oil company's expansion into the Mare di Dio, Ascalon moved to claim an unporportionally large amount of the Mare di Dio, more than what is considered legal by international law.

As a result, the Republic announced it will recognize Ascalon's 200 mile economic exclusion zone and not the claims they made. Even though both Jurzan and Ascalon are members of SEEDTO, the two nations have never been on good terms.

:!: Ministry of Urban Development presents a saddening truth

Today, the Minister of Urban Development, Abdul Shakoor Rashad, came before an assembled Shura Congress to deliver the report that everyone dreaded, but knew needed to be done. Minister Rashad claimed that the chaos in Government was slowly subsiding and the Government was beginning to work smoothly. Rashad stated it was time to begin the reconstruction of Jurzan, in a project the Ministry dubbed, "The Rashad Reconstruction." First off, the report was a long investigation into the Demographics of Jurzan. The MUD used records from Akhaltsikhe and things it has been working on since the revolution to come up with the completed report.

The report showed that life expectancy is 50 years of age. Only 46% of the population is literate. And now the gross enrollment index is only 16%. The GDP per Capita is only A$151,900 ($4,900). The infant mortality rate is 150/1000 births. 0.1% of the population is infected with HIV/AIDS. Hepatitis A, typhoid fever, malaria, influenza, and rabies are all widespread across the nation. About 49% of the population lives below the poverty line. The inflation rate is hovering at 30%. Electricity and clean water is also a luxury in most places in the country. Jurzani Infrastructure has an overall grade of a C.

After Rashad gave the miserable report, he gave a list of solutions and goals. These solutions and goals are collectively called the Rashad Reconstruction. The Project calls for huge amounts of construction, which will create a very large amount of new jobs because of how much construction is needed to be done. A huge partner in this project will be Carentania.

Both Carentania and Jurzan have agreed to constuct a high speed rail system from the Carentanian City of Sisak to all major Jurzani metropolitan areas. This high speed railway will help to transport people and goods all across Jurzan. The Republic also wants to construct many new energy plants, which Carentania will be aiding in. This energy plants will supply the much needed energy to the Republic's homes. Minister Rashad said that "Jurzan has been given a unique opportunity to rebuild using the greenest forms of energy production out there."Another promise from Carentania was to rebuild the homes destroyed by Talemantros during the war. The Shura Congress is extremely welcoming of this and are eternally grateful.

Rashad said that A$93 Billion should be sent to Mining Companies and another A$93 Billion to go to the National Oil Company to help them to get back on their feet and begin producing again, as they are the backbone of the Economy. Rashad said that both those industries should be producing at pre-war levels by December 2010. Rashad said that the National Bank must remain under control of the Government in order to stabilize the banking system. He also called for the establishment of the National Health Service, to provide free, universal healthcare to the millions who so desperately need it. The construction of new schools, Rashad said, is also essential to the growth of Jurzan. Rashad said that this project will be extremely expensive, but it is an essential investment.

Electricity to as much of the nation as possible, fresh clean water being available to everyone. Clinics being constructed in as many small towns as possible, all fully equipped to handle Hepatitis A, typhoid Fever, Malaria, Influenza and Rabies. And constucting enough schools to get a good portion of the child population back to school.

The Shura Congress did review the Ministry of Urban Development's plan, and they ultimately approved it and are beginning to allocate the funds. Minister Rashad was made Chairman of the Rashad Reconstruction Program and he is now working very hard to ensure the Program is successful.

:!: Jurzan and SEEDTO

The Ministry of Foreign Affairs has repeatedly brought SEEDTO to the attention of the Shura Congress. The Ministry stated that Jurzan wanted an alliance that would empower Himyari States, and that SEEDTO's ability to do that is slipping dramatically. The Ministry went on to remind the Shura Congress that "Fulanistan and Ascalon were, not so long ago, enemies of Jurzan and allies of Talemantros. Cakistan was never a close friend. Our Government would do well to remember who our allies are."

In the SEEDTO summit, the SEDN became a major source of debate. Zurab Nadarejshvili, who was appointed to lead the Jurzani Mission, claimed that the Shura Congress wouldn't support funding or training any part of its military or a brand new batch of recruits to contribute in a SEEDTO Army. On that topic, the Shura Congress has made an official response.

In reviewing the treaty we signed, the treaty talks about the Southern European Defense Network in this fashion:

Southern Europe Defence Network

1. The SEDN controls the affairs of the Southern Europe Defence Forces. They are responsible for deploying them on strategic missions as well as response to incidents in the member states.

2. Only Full members are allowed to take part in the SEDN, and Alliance Partners are not.

3. The SEDF are composed of volunteer forces from Full Member Nations. The SEDF will take place in military exercises as well as defending member states from outside threats. They will also use strategic talks to negotiate solutions.

For the first condition, we took it as this only applied in times of actual war. For the second condition, we need not comment. On the third, which is where most of the debate comes from, we believed this meant that in times of war, a Southern European Defense Force will be constructed to better defend all member states. This doesn't seem to be how the other members have taken it.

The Jurzani Constitution clearly states "The Shura Congress controls all aspects of the Jurzani Military Forces, unless they delegate certain powers to the Ministry of Defense. By no means shall the military fall out of control of the Government or have shared control."

In order to remain in constitutional boundaries, the Shura Congress unanimously decided not to provide soldiers to a SEDF in peace times.

:!: Vote to leave SEEDTO set for Wednesday

After a long period of debate, members of the Shura Congress have officially brought to the floor a bill that would cancel Jurzan’s membership in SEEDTO and cancel all economic deals with Cakistan, Ascalon, and Fulanistan.

Members of the Congress cited that Fulanistan actively sought to destroy the Jurzani Congress, Ascalon allied with Talemantros and made several threats against the country and Cakistan never recognized Jurzan as a country or aided her. They said “These countries have never been allies of Jurzan and they aren’t now.”

The bill was presented before the voting procedure when Ascalon closed its border with Cenetics in an attempt to stop Jurzani workers for constructing or maintaining oil fields. The Congress stated that they’ve had enough of Ascalon and can no longer work with the country, stating “Either they go or we go.”

The actual vote will take place on Wednesday and will go into effect Thursday, if it is passed. Public opinion of SEEDTO is continuing to drop as SEEDTO is becoming something Jurzan didn’t want.

If Jurzan leaves the SEEDTO, then we will not have to allow the free movement of Jurzani workers within Ascalon. This will allow us to close our border with Jurzan. Also your arguments against the SEEDTO in your September 29 news update is almost laughable. Jurzan never gave the summit the option of paying for and training a fresh batch of recruits that could have been submitted to the SEDF. Also if the SEDF was only constructed during times of war, what would happen if one of our allies would be invaded? We would waste precious time creating a SEDF when we could have been already liberating them.

While we will not tell Jurzan what to do, we will support its sovereignty as a state to make any decision it deems fit for its national security. Furthermore, we would like to call on all of the Southern states to do the same.

We are disappointed that Jurzan makes no reference to our efforts to mend ties between our two countries caused by a previous administration, equal to blaming Jurzan for actions committed by Akhaltsikhe. However, if Jurzan chooses to leave SEEDTO, we will immediately sever all diplomatic relations to the country.

:!: Jurzan likely to leave SEEDTO

As relations with Ascalon collapse quickly and the Havershaw Acords being canceled, it seems that the Shura Congress has been swayed, almost overwhelmingly, to voting in favor of leaving SEEDTO. Continous threats have come over Jurzan's involvement in Mare di Dio in oil production and the Shura Congress said the following:

"Ascalon will likely attempt to stop Jurzani Workers from getting to oil rigs or even constructing them, unfortunately for them, we will be constructing rigs and we will be operating them."

The Shura Congress is continously reminded of the Fulani Troops that invaded the country with the intent to overthrow the Jurzani Government as well as ridiculous Ascaloni Laws over religion. Congressmen say that Jurzani loyalty should be vested into Hajr and Carentania, the two nations who did everything within their power to free the Jurzani people.

President Khayrat, who was briefed on the situation, ordered the closing of the Jurzani-Ascaloni Border. He ordered that all Jurzani workers are not to use Ascaloni ships and all Jurzani Citizens should return to Jurzan because "they are at grave risk of execution, as Ascalon executed the three Umbazi boys."

The President said that Ascalon is horribly wrong on their theories of Mare di Dio and that the oil coming from the sea will be a wonderful addition to the Jurzani economy to help the entire country in reconstruction.

The President also said he doesn't care what Prime Minister Gomez has to say for numerous reasons, one being he is the third PM of Ascalon in one month and "the Ascaloni Government is a joke, it is well known that church of theirs dominates everything."
