Public Statement

25th of May, 1956
To whom it may concern

The Imperial Government commends the efforts of all Burgundian Armed Forces personnel who have done their utmost, sometimes paying the ultimate price, in order to help protect an innocent nation, as well as all of Europe, from the threat of Kadikistani aggression and Marxist-Leninovist enslavement. Yet again, what we have been saying for months has been proven: As long as Kadikistan is allowed to continue its vile expansionism and ideological perversion on a global scale, peace shall not reign in Europe.

Signed and Sealed,

Ioannis Argyropoulos

"We once again war the Burgundian regime that if a single Kadikistani humanitarian vessel is so much as scratched by their imperialist forces we will respond by eliminating the Burgundian presence in Milesia and the Gothic Sea within days. The faith of the people of Bourgogne lies in the hands of warmongering fools that refuse a suffering people salvation. The bombardments against the supply routes, that are essential in providing a starving war-torn people aid, are inhumane and a clear war crime. Once again the lack of international response against these unprovoked attacks on humanitarian transports and infrastructure is shocking as not a single non-socialist nation has so much as condemned this travesty. People are starving in Milesia and the monstrous Chagny regime won't even allow them the means to survive the onslaught they are sponsoring manu militari.

While the struggle for freedom in Milesia courageously continues we will not stand by as the rest of the international community does. This is Chagny's final warning."

We wonder what our friends in Ivar would do if the situation were reversed? Would they continue to allow war supplies to flow freely to the enemy? We find it highly doubtful that Ivar would have even backed away from a blockade. The failure of Ivar to allow a blockade, which would have allowed humanitarian supplies to pass freely, has forced Ivernia and her allies to take this course of action. Our aircraft have taken, and will continue to take care, that facilities being hit are far from any ship in port. In fact, since the port raids have largely been successful, the primary focus is now to eliminate internal supply lines. We wholeheartedly denounce the idea that there is starvation occurring. According to intelligence reports and Ivernish statements, while the situation is not ideal, the people in the occupied zones are coping well. If Ivar wishes, Ivernia and Bourgogne will consider reverting to the inspection-blockade method in order to allow humanitarian goods to pass. If Ivar wishes to condemn the occupied zone to continued strikes against infrastructure, that is your decisions.

With all due respect, we have to conclude that Kadikistan itself is prolonging the suffering of the people in the zones occupied by the Ivernian rebels forming the so-called Republic of Milesia. We consider it completely logical that Bourgogne tries to prevent this military equipment from reaching the rebels. If it pleases the Government of Kadikistan, we are willing to donate money for the rebuilding of the area currently controlled by the rebels, as soon as the rebels have capitulated or have been defeated. Bourgogne has our full support.

Foreign Minister Dampierre: Serenierre is playing a dangerous game

Chagny

As Serenierre mobilizes and militarizes the border, the government has been the target of harsh criticism for what some are calling a 'gloved response'. Bourgogne placed all air force units on alert and the army moved into Level II Readiness. When pressed the Foreign Minister responded by saying that "Serenierre is playing a dangerous game that already will have repercussions. Sadly, we have repeatedly tried to work with the current government and for a short time, we had a working relationship. Yet their actions have permanently damaged the relationship. Despite several calls for an emergency meeting, we have not received a response". The Foreign Minister refused to answer questions about further questions regarding the situation.

Annual June 2nd military review in Chagny a show of force

Chagny

25,000 Burgundian troops took part in the 38th June 2nd Military Review with a large parade and ceremonies. Additionally, at the invite of the Grand Duke, 1,000 foreign troops from 3 nations joined in the ceremonies. The Review was attended by the Ducal family and several foreign dignitaries. The ceremonies culminated in an evening mass and a wreath laying at dusk.

Many are speculating that the large scale of the review is in direct response to Serenierre's actions to militarize the border and refusal to respond to requests for an emergency diplomatic meeting. The government refused to comment on the scale of the affair but did state that they wished to focus on the remembrance and appreciation of those who have and are serving.

"The so-called 'military reviews' organized by the Chagny capitalist-imperialist regime is a clear provocation against the free part of Gallia, the People's Republic of Serreniere. It also testifies of the double standards used by Chagny; one the one hand verbally preaching for peace and stability while on the other their actions attest of an increased warmongering. We stand by our Comrades in Serrenierre."

The Grand Duchy has held an annual military review in largely the same manner for the past 38 years. The fact that Ivar calls this a provocation and not the militarization of a border, wholly unprovoked, is laughable and insulting.

Government again pleads for diplomatic meeting

Chagny

Once again, the Ducal government has stated that it has requested a diplomatic meeting with Serenierre for the purposes of finding a peaceful solution to current tensions. The tensions, which began with the militarization of the border by Serenierre, have yielded numerous unanswered requests from the Ducal government which have gone without any response. Though Bourgogne has rejected militarizing its own border, military forces have remained on alert. The Ducal government says it is hopeful that it can find a peaceful solution.

Summer campaign season in Ivernia?

Ivernia

With the majority of Spring passing without incident, many on both sides of the conflict are preparing for what many assume will be a strong operation by Ivernish Imperial and coalition forces. Several Burgundian air crews have been wounded, killed, or are missing. Reports that the rebels refuse to take prisoners alive are unconfirmed. The air crews remain in high spirits as they assist their Ivernish allies.

Revolutionary Commissariat for Information and Propaganda

"The sovereign People's Republic of Milesia has since its creation as rightful political heir of the original Republican Movement succeeded in analysing casualties rates and turning these sad numbers into statistics. These statistics show that during this spring over 5,000 Revolutionary Milesian Republican Army members have died, including over 800 Kadikistani volunteers after months of bombardments. The ruthless Burgundian and Ivernish air forces have also butchered over 12,000 Milesian non-combatants in the same timespan with their ruthless and indiscriminate attacks from the air. But because the Burgundian imperialist planes targeted not only defensive positions, but also supply lines they caused even more carnage by cutting our starving population off from the humanitarian aid coming from our Kadikistani brothers. While it is true that it has been relatively quiet on the ground there is not a single free Melasian that would call the Spring of 1956 'without incident' as the Burgundian media does so apathetic. But we promise the Ivernish, Burgundian and Cumbrian reactionary imperialists that as long as our flag waves over Waesfjord they will suffer."

We reject the notion that we are operating indiscriminately. We are doing everything we can to minimize civilian casualties from our air operations.

In a statement released by the Kannexan Foreign Ministry this morning, Chancellor Matthias Djiang and his Imperial Government welcomed the "staunch anti-communist actions" taken by "our Burgundian and Ivernish friends." Chancellor Djiang praised the allied forces in rolling back the threat of communism in Milesia and elsewhere and offered, if needed, logistical support for the anti-communist forces and humanitarian aid in the war-torn areas. "We will monitor this situation very closely and do everything we can to do our part, as to ensure the security of the Free World." The Julian Corporation, widely considered to operate under the auspices of the Kannexan intelligence community, offered in a private dispatch to Ivernia and Bourgogne the sale of heavy arms and military weaponry.

Serenierre's closure of the border causing headaches big and small

Chagny

"We simply don't have the faintest idea" said Claude Delacroix, director of the National Archaeology Museum in Chagny. Director Delacroix noted that the complete border closure meant that a large exhibit on loan from their Villesen counterpart could not return this month as scheduled. "We have had no contact with our counterparts. A petition to the Serenierre government office responsible for antiquities has not been answered but we have assumed that it simply has not been gotten to yet" said Delacroix, shaking his head. The exhibit consists of over 1,000 artifacts ranging from Tiburan to late medieval eras. "We are willing to return them, we just have no way to do so until we hear from our colleagues".

The border closure is also touching the global economy. Finance Minister Caron noted in a statement that "Bourgogne's intricate and large rail system is highly important to regional business. What was once a simple and cheap route of trade for Northern countries to Serenierre has now been shut down, costing both immensely to change a more elaborate route".

The evacuation of Burgundian citizens has also left families and friends apart. "The methodology of targeting these remaining family and friends, all of whom are citizens of Serenierre, is a ploy by the government to show it is in control while the militarization of the border shows the opposite to outside observers" said political science professor Dr. Claus Ruhle.

Numerous attempts by the Burgundian government to bring Serenierre to a negotiating table have gone unanswered. A Ducal spokesman says that the Burgundian government will continue to attempt to find a resolution.

The continued possession of the antiquities by the National Archaeology Museum in Chagny is illegal, in the eyes of the Commissariat of People's Deputies, and a demand for the immediate return of the artefacts is lodged at the official level.

As custodians of this invaluable treasure, the Musée du Villesen has asked the Government of the People's Republic to inform its Burgundian counterpart that the MdV shall be engaging the NAM in legal proceedings in the Burgundian legal system to seek a return of the artefacts that are legally and lawfully Serenierrese. By continuing to hold the artefacts beyond the original contract the NAM is in breach of the contract. The museum's representative in Chagny has been informed to commence the proceedings at the earliest.

We are happy to finally have the attention of our counterparts. We have zero desire to hold onto these artifacts for any further length of time. If our counterparts wish to suggest how we transport these items through a closed border (which your nation has initiated), we are happy to listen to ideas.

Serenierre puts thousands of more troops into potentially offensive positions on border with Bourgogne. Ducal government demands meeting

Chagny

The Ducal government has warned that Serenierre is in the process of putting 10's of thousands of troops onto the border with Bourgogne, in another wholly unprovoked move. "There is absolutely no reasonable justification for these highly inflammatory actions" said Foreign Minister Dampierre. "We have requested, numerous times, for a diplomatic meeting between our two nations. The Villesen government has not responded in any manner. We now must not request but demand that Serenierre meet us for discussions" the Minister stated.

The crisis began as Serenierre began putting troops on the border several months ago. Meanwhile, Bourgogne has left the border nearly undefended aside from regular border guards. When asked last month of the build up, Minister Dampierre quipped that "They sure are scared of a few hundred policemen, spread out over miles of territory". Bourgogne has refused to heighten tensions on the border but has instead put internal units on alert. According to the Minister, there have been 11 official requests and 6 unofficial requests for a diplomatic meeting.

"Simply put, Villesen will not even respond except to keep putting more troops on the border. We did receive a response in regards to attempting to repatriate the museum exhibit. Yet we were blamed for not returning them when Villesen closed the border. It is as if you have two people- A and B. A kicks dirt onto person B. Then person A asks person B 'why are you covered in dirt?'" said the Minister. When asked what he thought the intentions of Villesen were, Dampierre stated "I really do not know. They refuse to speak diplomatically. A prudent person might think war. Another might think it is a weak government attempting to divert attention from itself. Yet another explanation is the simple prestige factor in terms of gaining world attention. As I said, I do not know but these are possibilities. I pray Villesen will come to the table for talks. If not we must respond with preparing our own defensive plan"

Public communique

The People's Republic is committed to peace and diplomacy. As such, it is announced that this Government shall be engaging with the Government of Gouw Marken to achieve a de-escalation of the Burgo-Serenien frontier. The People's Republic is not, at this time, re-establishing diplomatic relations with the Grand Duchy nor is the border to be re-opened for the time being.

However, the Musee du Villesen shall continue its legal proceedings against the National Archaeology Museum of Chagny for breach of contract.

Grand Duchy awaits easing of border tensions

Chagny

The tension is felt throughout the capital and even summer tourists seem uneasy as soldiers are now guarding important facilities in fatigues rather than dress uniform. It is all due to the Burgundian security decision which has left rising troop levels to the those on the other side of the border. Instead the government has strengthened internal security, promising to meet any threat in case of bare aggression. Largely, the border remains unchanged with only a few hundred border guards spread over the entirety of the border with Serenierre. Only a small contingent of 700 men in a rapid reaction force are within miles of the border. Chagny says the move is to ensure it is not responsible for any aggressive action, real or perceived, along the border. According to polls, Burgundian citizens overwhelmingly want a peaceful resolution with 83% for a diplomatic solution, 8% for a military solution, and 9% had no strong opinion. The Ducal government submitted multiple official requests for meetings which went unanswered despite Serenierre continuing to scale up a military presence along the border. As tensions reached a boiling point, military officials from Serenierre offered to open a line of communication with their Burgundian counterparts. While this has not occurred yet, many seem hopeful. "We will find a peaceful solution to this crisis, without a doubt" said the Grand Duke during today's press conference.

Public statement

The Burgundian Government should be informed that:
It is the stance of the Government of the People's Republic that the Burgo-Serenien frontier shall remain fortified for the foreseeable future. This is due to the nascent Burgo-nationalist royalism that is activating itself in the northern hinterlands of the People's Republic. The People's Military has contacted its counterpart in Chagny to assuage any tensions at the bilateral level; but it is reiterated here that the frontier corps are not positioned in an offensive manner and their focus is not to the northern side of the frontier. The enhanced presence in recent weeks has been due to our efforts to contain a cross border, pan-nationalist movement erupting in Gallia. At the same time, it must be stressed that the frontier will not be handed back to the border rangers for some time. But there is a willingness on part of the People's Deputies to look for solutions to the current impasse.

Seeing the delicate nature of Burgo-Serenien diplomatic relations, it is essential that open lines of communication can be established between the two capitals but it is vitally important that the Chagny regime does not provide a safehaven for dangerous entities such as the court of the exiled Serenien royals and aristocrats. They are actively engaged in activities designed to destabilise the region. Additionally, there are many royalists still alive who played a detrimental role in the Revolution and have siphoned off hundreds of millions from the People's Exchequer and continue to live comfortably in royalist safe-havens across the region while the peoples of Serenierre suffer from the impact of such corruption. Our stance on their repatriation is well known.

It is our hope that maturity and pragmatism will prevail in Chagny.
