The Grand Duchy does agree that the rhetoric should be toned down, but what is unfortunate though is that when Frescania was in a position to actually help to cool things down, the Foreign Minister instead heats it up by taking sides and injecting his own brand of rhetoric.

Socialists Retake National Assembly


With all the polls closed and 70% of the vote counted, the National Electoral Committee (NCE) has announced that the Socialist Worker's Party (Partido Socialista Obrero) have won a majority in the National Assembly, with 323 seats out of 625. This is a gain of 123 seats from the last election.

The Government's Democratic Party (Partido Democratico) came second, with 200 seats, which is a lost of 115 seats. The Democratic lost was predicted by many, with the Government's involvement in the Jurzan War being question by the majority of the population.

The rest of the seats where appropriated as follows:
76 seats for the Liberal Party (Partido Liberal)
16 seats for the Freedom Party (Patido de la Libertad)

Chancellor Carlos Martinez has already conceded defeat and congratulated Miguel Carmelas, the Chancellor-Elect. Mr. Carmelas, which has been the leader of the Socialists since late 2008, has thanked the country for giving a chance to rule, saying that Frescania will become more involve with the world.

The New National Assembly will begin the 1st of December of this year. Until them, the Government of Carlos Martinez will be in power, while Mr. Carmelas organizes a cabinet.

Government announces it will push for an increase in the defense budget


This morning, Chancellor Martinez told reporters that one of the last pieces of legislation that his Government will push through the National Assembly is an increase in the defense budget. The Chancellor told reporters that it was “necessary for Frescania to be able to deal with any troubles, including the possibility of being internationally isolated”.

The fear comes as Fortaleza Real sees herself more and more isolated in international affairs, including within Himyar. Many blame the Government's recent inaction in many fields, including the recent flare up between Belmont and the EDF.

The current defense budget is at $39 billion, which many believe is too low for the country. The Government has not said how much it will ask the National Assembly to approve, but estimates are that it will be around $90 to $100 billion. How exactly the money will be used still being discuss, with many experts believing it should to go modernization, while others believe it should go to social programs for veterans and services to the current armed forces.

What it is well known is that after yesterday's defeat in the Parliamentary elections, Chancellor Martinez, which is believed to continue as leader of the Democratic Party and thus become the leader of the opposition, is pushing this piece of legislation through for future electoral victory. Not only this, but it will be harder for Chancellor-Elect Miguel Carmelas to reduce defense spending once it is increased.

More information regarding the legislation will be discussed within the following days in the Assembly.

Editorial: What does the future hold for Frescania?

To be one of the oldest (if not the oldest) democracy in the world, many would see Frescania as the obvious leader of the democratic bloc in world affairs. Yet the country has failed at taking its position within the democracies of Europe, with the role being taken by the EDF.

Many ask: what happened? Where did the country go wrong? There are many answers to these questions, but an obvious one has to be the significant isolationist move by the Martinez Government in the recent months.

The Government focused so much in crafting legislation and other legislative logistics that made it overlook the international arena. It refused to take full actions in Jurzan, and even took a minor role in other sectors of both Himyar and Europe. This allowed other countries, specially the EDF bloc, to take position of leadership. This is proven in the number of seats the EDF has in the Security Council.

Chancellor Martinez believed the public was only interested in domestic affairs ,and he neglected the international arena. This meant a lost of respect and prestige for the country. Indeed, may within the Ministry of Foreign Affairs have claimed to be displeased with the handling of foreign affairs by the Chancellor and the Secretary of Foreign Affairs.

Then Tuesday's elections came and Chancellor Martinez saw his government lose the Assembly. While the people certainly voted with domestic concerns in mind – the country's economy, while growing, continues to do so slowly, many believe the Government lost due to the lack of Frescanian interaction with Himyar and Europe.

Having realized their problem, the Government has been quick to revitalize Frescanian interaction in the world. First it signed and passed through the Assembly the Treaty of Friendship with Belmont. Rumors are that Fortaleza Real will begin to look northward for its policy, with many states in Himyar going into isolation. Then the Government announced it will be push through an increasing in the defense budget, something they had promised months ago, yet never went through it. Obviously this is a measure not only to secure the country, but to expand Frescania's capability to project power in the world.

So what is the future of Frescania? I cannot tell, but surely it will start relying more on its northern relations as Himyar goes into isolation. What will be the future direction under the Carmelas Government? Will it shift East, connect with the EDF or even negotiate with the Communist States? We just don't know.

The People's Republic of Vangala is receptive to the idea of negotiations with the Republic of Frescania. However, the scale of the planned increases in military spending are alarming and Frescania must avoid adopting a belligerent, neo-imperialist foreign policy.

Frescania is open to negotiations with both Vangala and the Paristan Commune. As for the increase in the defense budget, the Chancellor has stated it is for defense purposes, it will not be use to intervene in other countries as it is not in our policy to tell nations what to do.

Consul, President and Chancellor to meet regarding Senate powers


Two days after the call by the Senate for reform in the Constitution, President Alejandro Gutierrez has told reporters that he, together with Consul Daniel Nurman and Chancellor Carlos Martinez will be meeting this coming Monday to “discuss the Senate's role in our Constitution”.

The Senate's power was cut drastically after the Constitution was approved by the states (then regions) in 1845. In Article III, Section 4 of the Constitution, it states that:

“The Senate shall consist of 327 members elected by the people and state governments every 2 years on the 5th of September. The people will directly elect 311 members and each state will have 2 members that are elected by that region's legislature body. If more states are created or admitted, they will receive two seats, thus the number of Senators can increase. The contrary will happen if states dissolve. The Senate will elect a President of the Senate, hereby known as Consul, to preside over the Chamber. The Senate will recommend amendments to any bill or act approved by the National Assembly. The Senate can veto any act or bill passed by the Assembly with a 2/3rds majority. “

The Senate's power are limited due to the supermajority needed to over rule the legislation passed by the Assembly, and many believe that the Senate should have the flexibility to check the Assembly (and the Government, which is formed from it). Other say the Senate should take the role of regulating the States due to their direct representation within the Chamber.

President Gutierrez said that all forms of roles for the upper chamber “are on the table”, but that any changes in the Constitution will have to not only be agreed by both chambers of Parliament, but also the Government and the Supreme Court.

What the President failed to mentioned is whether the Carmelas Government will be willing to do this agreement, unless an agreement is reached before December 1st, thus allowing Chancellor Martinez to try and pass the Amendment.

Chancellor-Elect States Social Programs will be Reformed.


This afternoon Chancellor-Elect Miguel Carmelas told reporters that an important piece of legislation that his Government will do is to reform the current social programs of the country. “Our welfare regime is in its threshold, it must be updated so that it is both efficient and flexible for the world of the 21st century”.

The current programs by Frescania are a combination of private and public sectors. An example is healthcare. The government, since 1890, has ran an universal healthcare insurance, but has left healthcare service in the private sector. Indeed, many scholars of welfare states have classified the country as a Corporatist regime, meaning services are wage-based, status-preserving benefits, and variable benefits are paid by rough principles set by the Government. These programs are administrated by bodies that are not part of the Government, indeed, the programs are managed by state, unions and employers.

Mr. Carmelas has stated that the country's social programs must “become flexible so that companies can begin to create new jobs, but if labor cannot compromise, then it will not allow the country's economy to grow, which goes against the nation's interest.”

This attack on labor has many alarmed, as this is the first time a Socialist Chancellor has taken such a stance against labor. What will the incoming Government's relationship with labor is unknown, but the recent remarks by the Chancellor-Elect has many in the left worry that the Socialist Party will betray them.

National Assembly Passes the Defense and Security Bill of 2010.


A few minutes ago, the National Assembly, after hours of dealings between MPs, has passed by a majority vote the Defense and Security Bill of 2010. The bill, put forward by Chancellor Martinez, will increase the current defense budget from $35 billion to $95 billion.

Chancellor Martinez told reporters that the money will be used “to modernize and make sure our forces have the latest in technology so that they are able to defend Frescania of any possible attacks.” He continued by stating that some of the money will also go into programs for veterans, specially in healthcare and education bills.

Many within the country approve of the increase, even though it will add an extra tax in many sectors of the economy. Yet there has been concerning voices from Vangala and Coronado, which have express worries of the increase budget.

Chancellor Martinez told reporters that these and other nations do not have to fear Frescania, “we are not out to interfere in other nations. We only want to make sure we are prepare in case of any conflict.”

The Bill will now go to the Senate for a vote, where it is believed it will be passed and passed to the President, whom has hinted he will sign the bill.

Editorial: Is Carmelas a Socialist?

It has shocked many, and some are still wondering what is happening to Chancellor-Elect Miguel Carmelas and his Socialist's Workers Party. The recent states by Mr. Carmelas contradicts many of the Socialist platform, yet he is their leader, so what exactly is the incoming Chancellor? Or is it the Socialist Party is not changing?

The true of the matter is that while Socialism has had support within many in Frescania, the drastic socialist policies that countries such as Kryobaijan have implemented will not be welcomed. For this reason, the Socialists decided to be moderate in their views, but still have socialist policies that they would implement if elected.

This strategy has worked since the foundation of the party in 1835, and while the party has certainly evolved and modify its policies, the last decade has seen a decrease in support of the Socialists. Indeed, the Frescanian welfare regime is built by both the Democratic and Socialist parties, thus the left cannot take complete credit for the creation of welfare. This leaves the left in many ways, without a big domestic policy. The same goes for the Democrats. None of the party can claim the social program as their own.

The Democrats have an advantage: on that they were the party that pushed for regulations on many companies in the early 1900s, giving them the support of many. And while the Socialists continued and even expanded these regulations, they cannot take credit.

So what have the Socialists done? The Socialists main domestic agenda is forwarding equality for both gender and between different ethnicity in the domestic market. Indeed, the Democrats failed to embraced these policies until 1950. Thus they do have what some would say a big domestic policy. Yet they have not ran with experience on this field or for that matter in the political arena. What they have been doing is run with ideology, which will not get you votes here in Frescania.

This is where Mr. Carmelas comes in. He has brought the Party back into the left of the center, which allows him to reach for the centrist voters that were turned off by the Party's left leaning campaign. Mr. Carmelas is a moderate that leans to the left, which allows him to get voters from both parts of the ideological spectrum.

Will The Chancellor-Elect's term be complicated by internal fighting? Doubtful, the Socialists know that fighting will only cause them to lose both the Government and the support of the people. What will most likely happen is a change by the Party to fully begin moving to the position of Mr. Carmelas, thus giving them the ability to challenge the Democratic Party in future elections.

The Kryobaijani government resents the description of the USSK's policies as "drastic", and urges Mr. Marquez to restrain himself from making such generalizations in the future. Many of the goals of the SWP in Frescania are shared by the Intersectionalist Party of Kryobaijan, but the IPK has not pandered to centrist reactionaries as the Frescanian leftists have — an effort which will likely to little to break down social stratification in their society.

Chancellor Calls on Coronado and Belmont to tone down tensions


A few minutes ago, Chancellor Miguel Carmelas, told reporters that Frescania is “extremely worry on the situation between Belmont and Coronado. A conflict is the last thing Europe needs now”. His statement comes after relations between Paris and Toledo have deteriorated.

The Chancellor spoke minutes after a meeting with the President, the Cabinet and generals of the armed forces. What exactly was discussed is not known, but it is believed that the country will not stand idly as the situation in the north becomes alarming.

Chancellor Carmelas continued his call for calm by saying that Frescania wants “every resolution to be done through diplomacy and not warfare. War solves nothing.” The Chancellor refused to take questions as he was taken directly to his office in Parliament.

What will be the Government's next move is not known, but many believe that Fortaleza Real wants no conflict, but if there is to be one, a quick and clean one will surely be what they hope for.

We are waiting for President Gutierrez and Chancellor Carmelas to come out from the President's office to deliver a speech that many believe will be about the situation between Belmont and Coronado. There are rumors going around that the French kingdom has attacked the socialist Spanish state, and many here are wondering what exactly Frescania will be doing if the rumors are true. We are just getting news the doors are opening, yes, they are walking in. Both men are standing, oh, the president is about to begin:

We have received words through our intelligence service that the Kingdom of Belmont has attacked the Socialist Republic of Coronado. We regret the situation between Paris and Toledo could not be solve diplomatically and that it had to come to conflict between the two nations.

With this in mind, Frescania will be taking actions to make sure the conflict stays between Belmont and Coronado. I have ordered the Frescanian Navy, as Chancellor Carmelas can confirm, to enact a full blockade on both sides of the Bay of Nariño, this includes the waters close to the Long Sea. We will allow trade to flow as normal as possible, after we have confirm no weapons are heading towards Belmont and Coronado in the ships. No military vessels will be allowed through the blockade, and any attempts to breach the blockade will be considered an attack on Frescania.

We call on all nations that value peace and stability to join us and take part on the containment of this war. Paris and Toledo might have decided, whether voluntary or not, to destroy peace, but we here in Fortaleza Real want that destruction to stay within the borders of these two nations and in no way wants this fire to spread throughout the forest.
