We are confident that the war in eastern Himyar will reach a conclusion soon, once the Zamoskan people are succesfully freed from Talemantine oppression. Until then, Frescanian comments on the state of Himyar are as meaningless and empty as always, as they have time and time again shown that for them "peace" can only be the peace of the status quo, of the continue oppression of millions. Frescania has never acted to contain Talemantine Imperialism, never acted to stop the vicious assaults launched upon its neighbours from this last bastion of Monarchism in near Himyar. They are, as usual, quick to demand those who actually take action for the freedom and security of Himyari people to lay down their rifles, because it does not benefit their own imperial designs for the continent.

We remind Frescania that whilst various nations took stances on the Zamosk conflict, often with varying agendas and an envisioning of different outcomes, that Fortaleza Real did little but sit on its hands and carp in a grandiose manner whilst doing little if anything to resolve the conflict, not even staking a claim.

As uttered before, Frescania has abrogated its position in the Central Himyar to little more than a bystander composed of hubris and rattling marbles in tin cans that make a lot of noise but little of consequence to follow.

Frescania's best position was to have taken a position that accurately reflected and followed its previous, historical, and glorious policies that would have ensured that the anti-Zamoskan aggression and illegal occupation were brought to a swift end.

Instead, whilst it wailed about 'foreigners' the crisis has moved on to a position that appears to be reaching its close. Thank God this is so for the benefit of all concerned. But this is not due to Frescanians who, in this conflict at least, are a shadow power. Not a good thing and not one we wished, but one nonetheless.

 Chancellor Pierre Chomirac told reporters that the National Assembly will begin debate in regards to the administration of the federal territories. The issue has been a torn for many governments as decentralization of power is seen as a reversal from the Frescanian Constitution, which mandates all territories to be governed from Fortaleza Real until statehood.

President Rodriguez Re-States Frescania’s Support for Ostveg

During his weekly news conferences, President Manuel Rodriguez re-stated Frescania’s support for the Kingdom of Ostveg, stating that “the Republic is fully committed to the peace, prosperity, and stability of the North. The Kingdom of Ostveg is a crucial country for the Republic’s goals in the region.”

The statement comes as Dano-Sylvanian relations come to a standstill despite the recent partial demobilization of Sylvania and the Danish threat against Ostveg.

President Rodriguez has overseen the strong Frescanian presence in the North

The statement came when the President was asked what would be Frescania’s response as Danmark begins positioning troops in the region and threatens Ostveg’s sovereignty. Rodriguez continued his statement by calling on Christiansburg to “find common ground with all the crucial players in the region instead of taking such drastic measures as sending troops northward.”

The President reminded members of the press that within the next two months, the Ministry of Defense will be sending 5,000 troops to the island of Fey as agreed in the alliance treaty with Ostveg. Similarly, Frescanian forces in the Frescanian territory of Ceosrath and those in nearby Suionia will continue to stand on high alert.

President Rodriguez finally called on Danmark to “find come ground with all regional partners to end this deadlock. This belief that force, or what they will call ‘peace keeping force’, can be used to restore the ancient regime will only push the region toward conflict. Let it be known that we here in Fortaleza Real prioritize peace, but any attack against our allies and our territories will be seen as an act of war on the Republic.”

In Other News...

:!: National Assembly deeply divided over administration of the Federal Territories. Delegations from the six federal territories will continue to push for decentralization despite Chancellor Pierre Chomirac and his Democratic Party’s strong commitment to federal control over the territories.

:!: The Frescanian Central Bank continues to buy off Frescanian bonds to stimulate exports. This will have the effect of expanding economic growth and bringing in more revenues for the government. Yet, some experts are calling on the Bank to end the gold standard and move towards a floating currency.

:!: Sources within the Ministry of Foreign Affairs have issued complains to the Ministry, Miraflores, and the National Assembly to what they see as Frescania’s “Nordic Pivot” and the recent disengagement with Himyar. The source has stated that Frescania’s current Himyarite policy is that with Cathiopa, “which is mostly due to the historical ties the two countries share.” Many within the Ministry are worried that Frescania’s role in the region will deteriorate.

While aware of the political sensitivities involved in the ongoing situation regarding the Agder territory, Kalevala expresses its concern over the Frescanian government's continued military movements in the territory they have recognized as the Kingdom of Ostveg. The Union shall monitor the situation to make sure such military movement is not used to exert pressure upon Fennian citizens and interests and calls for the Frescanian government to be appropriately aware of the reactions their actions might have on other states in the region.

National Assembly Vetoes Decentralization Bill

The National Assembly has voted against the Decentralization Bill, which would grant Frescanian territories a degree of domestic autonomy.

The vote was a defeat for those wishing for more flexibility for the federal territories.

The Frescanian Federal Union: States in blue, Territories in orange, and the Commonwealth of Ceosrath in green

The bill would have provided the six federal territories with autonomy within domestic politics, allowing them to build their institutions so that the transition to statehood would be smoother.

Opponents however, stated that decentralization would undermine the Frescanian Constitution, which states the territories would be ruled from Fortaleza Real until they joined the Union. Decentralization was tied with the destruction of the federalist system.

In the end, the opposition persuaded a majority of the Assembly, ending any hopes for the territorial governments, which had lobbied for the bill. It is unknown if a similar bill will return to the National Assembly during the Chomirac Government.

In Other News...

:!: The Ministry of Foreign Affairs has issued a statement indicating that Chancellor Pierre Chomirac will travel to the Cathiopa and Puerto Clave. The visits are to deepen the ties between the two nations and Frescania while finding common ground on crucial issues between the Republic and the two states. The statement comes as complains of the “Nordic Pivot” continues within the Foreign Ministry.

:!: The Ministry of Defense has stated that Frescanian forces in the North will demobilize but remain in place. The statement continues by stating that the additional Frescanian troops sent will return back once relations between Danmark, Ostveg, and Sylvania return to normal. The additional troops to the island of Fey remains as scheduled.

:!: The Ceosrathian economy continue to growth as Frescanian exports increase. The growth of the Commonwealth’s economy is seen as crucial for its development in the long run. The recent monetary expansionary policy by the Frescanian Central Bank is seen as the reason behind the increase in Frescanian exports.

 Socialist Chairman and Leader of the Opposition Cesar Vizquel has called on the government to “stop its aggressiveness in the international arena and return to the balance foreign policy approach the Republic always had”. Mr. Vizquel stated that the recent actions by the Chomirac government in the North, especially against Danmark, “do not help the Republic’s long term goals of prosperity and peace”.

 The Frescanian Central Bank has announced that Frescanian exports have risen by 2 percentages. The announcement came as the Bank announces further cuts in the interest rates to promote further exports. Analysts have stated that this move will further devalue the Frescanian dollar.

 Secretary of Foreign Affairs Henrique Maduro has called on all sides in the Nordic region “to remain calm and find common ground”. Secretary Maduro stated that Frescania “wants peace and stability in the North and the current atmosphere does not allow for any form of dialogue’’. The Secretary also confirmed that Frescania will continue to not recognize the recent coup d’etat in Saaremaa.

 The Chancellery has stated that Chancellor Pierre Chomirac’s scheduled visits to Cathiopa and the Aurarian Republic will continue as planned. It has also announced the Chancellor will make a stop by the Commonwealth of Ceosrath and that he is interested in stopping by the Pellewburg Confederacy, Ostveg and Sylvania before his return home.

The Fennian Union

The Fennian government recognizes that there has never been any ill will demonstrated on behalf of Frescania, and that our two states have been able to enjoy relatively civilized diplomatic relations during the recent years. The Fennian national government agrees with the Frescanian desire of peace and stability in the North.

However, in reference to Secretary Maduro's comments we wish to point out that for the most part, Frescania's allies from Kristiania have been responsible for creating the recent unconductive atmosphere in Scanian international politics. The aggression exhibited on behalf of Kristiania, in form of internal and external anti-Fennian propaganda and the renewed hints of Norse expansionism at the expense of the Fennian nation, need to be reined in for peace to prevail in the North.

Pormoza Travels East for Trade Agreement

The Ministry of Commerce has announced that a delegation led by Secretary of Commerce Carlos Pormoza will head to Touzen for trade talks.

The announcement comes as Frescania continues the search for commercial partners near its territorial waters.

Secretary Carlos Pormoza will lead the Frescanian delegation to Touzen

The announcement states that a trade agreement with Touzen would provide Frescanian companies access to one of the largest markets in the East. The Ministry estimates that trade between the two countries could be worth up to $35 million. This potential has been untapped given the relative little communication between the two nations.

Secretary Pormoza will be accompanied by Nicolas Ramirez, Under Secretary of Foreign Affairs, Marco Velazquez, Chief Trade Economist of the Frescanian Central Bank, and Sofia Marquis, Eastern Affairs Assistant to the Presidency.

The government’s push for further economic agreement comes as Chancellor Pierre Chomirac’s scheduled tour to the West and North, where he is believe to also bring up the topic, and the recent expansionary monetary policy of the Frescanian Central Bank to promote Frescanian exports.

In Other News...

:!: Democrats in the National Assembly have submitted an act reorganizing the federal government. Under the proposed act, the head of the Ministries will become Ministers with independent jurisdiction over their departments. This would be a step towards decentralization, given the complete control Chancellors have over the federal government and the Secretaries.

:!: Socialist Chairman and Opposition Leader Cesar Vizquel will travel to the Federal Territories to discuss the recent Decentralization Act. Although the Act failed to pass through the Assembly, Vizquel will discuss how a number of its sections can be implemented in the Territories without Fortaleza Real’s consent.

:!: Admiral Mario Garcia is scheduled to tour the facilities of the new Frescanian base in Fey. The tour comes as 5,000 troops will be station mid-June as part of the Defense Treaty between Frescania and the Kingdom of Ostveg.

The Trade Department can confirm its formal invitation to Mr. Pornoza to come to Free Touzen to discuss matters of mutual economic interest. A trade agreement giving due weight to the interests and needs of both parties would be a bright new chapter in the history of the greater Touyou region.

It is our interest to expand trade relations amongst the business community of Frescania and our own firms. Despite differences at the governmental level, the SCC believes that through interaction at an economic level, we have more to gain as a collective than if we were to ignore one another. As such, we would like to encourage Frescanian officials to visit Sikandara.

Also we are interested in expanding trade relations with Frescania. To make it less strenuous for Secretary Pormoza, an Eiffellandian delegation can also travel to Frescania.

 Secretary of Foreign Affairs Henrique Maduro downplays the recent debacle with the Aurarian Republic, stating that Frescania “will continue to have high level ties due to our close historical connections with them”.

 The National Assembly has passed with bipartisan support the Federal Reorganization Act of 1953. The Act decentralizes the governmental structure by promoting the Secretaries to Ministers, giving them autonomy within their own departments. The Act will now go to the Senate for approval and then to President Manuel Rodriguez for a signature or veto.

 Prominent economists have called on the Frescanian Central Bank to be “cautious” of the Bank’s expansionary monetary policy. The economists remind the Bank of the dangers of inflation and devaluation, specifically the decrease of purchasing power on consumers.

 Secretary of Commerce Carlos Pormoza is scheduled to land in Touzen within the following few hours. In the eastern nation, Secretary Pormoza is scheduled to discuss expanding commercial ties with a possible expansion in relations between the two nations later on. Mr. Pormoza is also scheduled to visit Sikandara for similar talks.

With geopolitical considerations in mind and in order to improve relations between the Kingdom and Empire and the Republic, I invite Hr Maduro to talks with me in person in order to explore Frescano-Danish relations and possible divergence of policy on international and Himyari concerns.

It is the considered opinion of the parliament, pending the outcome of elections, under which I am directed to speak to you under their consensus, that much may come from such a dialogue between Fortaleza Real and Christiansborg and that it is better to communicate than remain at daggers-drawn which is not for the good of our own nations but also of the international Family of Nations.

I look forward to your reply whatever this may be.
