The constitution of a state may be the hallmark of the society, but the current situation is that the corrupt ministers are hiding behind the shield provided by the constitution. If we were to try to guess the what will happen next, is that if the commission made of the members of the parliament, the majority is composed of the members of the party in power, the ministers will be found innocent, if the members of the opposition have majority they would be found guilty. And they will declare them guilty not because they really care of the laws but simply because they are from the "enemy" party. Party politics represent just the squabbles of a minority and a theater play, which they call ruling. If Premier Millerand would have really cared about the compliance to the laws, he would have supported the civilian tribunal and would have made sure that the guilty ministers would be punished. Right now, he just tries to stall the justice system of Belmont, trying to defend the corrupt ministers. Events like those in Belmont just show that parties don't care about policies and ideologies; political parties are just a means for opportunists to take power, gain all kind of riches and manipulate the people.

The Government wishes to clarify a misconception being propagated by various quarters; the Belmontien constitution does indeed state that the Supreme Court may not decide the cases concerned but no where does the constitution state that the parliamentary committee shall be manned by members of the ruling party. The constitution of our republic has clear safeguards against such abuses of power. The committee in question shall have two members from the government's side and two from the opposition, and shall be chaired by the Deputy Speaker, who is politically independent. Thus the committee shall make a decision based on facts rather than any other factor. The two concerned ministers have been placed on orders not to leave the country and the committee shall review the documents in detail. To paint the picture as if Premier Millerand is acting in an incorrect fashion is wholly unfair.

Furthermore, to allege that the Belmontien political spectrum is morally corrupt as some may suggest is dishonest and completely a malicious allegation. It is additionally appalling that nations choose to comment on a complicated constitutional matter without understanding the procedure of Belmontien constitutional law or political process. Thus, in the spirit of keeping nations informed of the practices of this country, I summon the ambassador of [MENTION=1517]Saaremaa[/MENTION] to my office so that I, personally, can give to him a translated copy of the Belmontien constitution and the Codes of Procedure of the Belmontien Parliament.

Conscious as he is that this is a matter of internal affairs in your state, HIM wishes you to know that in his solemn opinion the Supreme Court has overstepped it's authority by attempting to indict a sitting member of parliament. HIM the Emperor has prayed for the swift resolution of this crisis in accordance with the spirit and letter of the laws.

Secondly I must regretfully inform you that the Council of the Realm intends to open an inquiry into this affair, contrary to HIMs wishes. It would seem that the government of the Westmark once purchased some of the locomotives that have become the subject of this unfortunate business, and the Markgraf fears that he too will be accused of complicity in this affair. Though the Inspector-General has already privately reassured the Council that no unusual expenditures occurred, a certain faction is adamant that this matter be subject to the full scrutiny of the people. I hope you will understand when the inquiry moves forward that this is not HIM the Emperors desire, and that he truly values the friendship between out states.

FOREIGN MINISTER PLANTARD IMPLICATED IN CORRUPTION SCANDAL
In Parliament today, meeting for the first time since convening, the Judicial Committee set up to adjudicate on the Railways Corruption, has announced that it has reason to believe, following the initial analysis of documents that, the two named Ministers, Mattias and Xavier, were not the only members of the Government who were involved. The Chairman of the Committee stated that: "We believe that there is a strong chance of senior members of the Cabinet being involved, we have narrowed the names down to a few candidates who require a closer examination."

Following the Chairman's announcement, Foreign Minister Pierre Plantard abruptly cancelled all meetings and departed for pilgrimage to [MENTION=8]Twente[/MENTION]. This sudden departure has raised eyebrows in political circles across Belmont. It is a known fact that following requests by the Archbishop of Villesen in 1901, the law of the country was changed so that the right of sanctuary in consecrated ground was recognised as legitimate and universal.

When informed, the Chairman of the committee was noticeably annoyed by the turn of events and spoke candidly to members of the press, stating that he believed that Foreign Minister was involved in the scandal so far as being complicit in the knowlegde that government ministers were abusing their position to make hefty profits. He was keen to point out that there was no proof that the Foreign Minister had financially benefited for the deals that the two ministers struck with a number of countries. Government sources reveal that in Ostria, to prevent a scandal, the Ostrian government has opened a secret inquiry to determine whether there was any wrongdoing on part of their ministers.

Premier Millerand released a statement in which he criticised his Foreign Minister's timing for embarking on a pilgrimage but stated that he believed that "man's duty to God is foremost in the eyes of all". Opposition leaders, Shahrazad Martinique and Alexandre Renaudierre have condemned the departure of the Foreign Minister and have urged the government to seek his return.​

Minister Pierre Plantard... a man whom I have known throughout my twenty years in Parliament... I am appalled by the complete lack of control this Premier has on his cabinet. In my opinion, this government has lost all ability to rule... and so, Mr. Speaker... the Liberalistes table a no confidence motion against this government.

VILLESEN: As the Railways Corruption scandal continues to linger on, with three of his ministers absent from their duties, Premier Millerand is now facing increased pressure from foreign governments which are refusing to entertain diplomatic overtures of the government.

Last week, the Government of [MENTION=1187]Ivernia[/MENTION] rebuked our Government's efforts to negotiate a deal on the issue of fishing disputes between Belmontien and Ivernian fishermen, in a manner that has been described as "not in the correct tone for diplomacy" by sources within the Government. The fishing disputes with Ivernia have become a bane for the local Belmontien fishermen belonging to the German community along the coastline, who have seen their vessels attacked by the larger ships of the Ivernian fishing fleet. The chase for the Gothic Mackerel, which is estimated to be worth millions, has frequently been a source of tension between Belmontien and Ivernian fishermen. The unwillingness of the Ivernian Government to discuss the matter has been said to be connected to their displeasure over the sale of some of the engines involved in the Railways Corruption scandal.

The diplomatic problems for the Millerand Government continued when an official invitation to President Rygard of [MENTION=5]Sylvania[/MENTION] was rejected due to the instability rocking the national government at present. The implication and departure of the Foreign Minister in the Railways Corruption scandal has been cited as the reason for the refusal. The position adopted by the Sylvanian Government has led to serious embarassment for the Premier at a time when opposition to him domestically is at historic levels. Opposition politicians, particularly Shahrazad Martinique and Alexandre Renaudiere, the leaders of the main opposing parties, have used the opportunity to stage a massive rally in Villesen, scheduled for Saturday, to pressure the Premier to resign.

The Parliamentary Judicial Committee has been reviewing the details of the corruption scandal and has ordered the arrest of Ministers Xavier and Mattias, sending the two individuals back into house arrest and declaring their position as sitting members of the cabinet as being invalid due to the proceedings ongoing against them. The Premier has been instructed by the committee to appoint replacement Ministers of Welfare and the Railways. On the issue of Foreign Minister Plantard, the committee has stated that he is behaving in a most irresponsible manner and the committee sought assistance from the Government of [MENTION=8]Twente[/MENTION] to have him get in touch with representatives of the committee to explain his actions this past week.​

MASSIVE OPPOSITION RALLY IN VILLESEN
500,000 join anti-government rally, demands for snap election made

VILLESEN: Yesterday, the main opposition parties, the Parti Libérale and the Parti Nationaliste, along with the minor opposition parties, held a massive rally in the capital's main square, with the Parliament in full view of the demonstrators. Organisers had expected a turnout of 100,000 but were shocked to discover the arrival of almost half a million individuals from across the country. Despite hasty arrangements to increase the facilities for the benefit of the demonstrators, those with seats are considered the luckiest.

The leadership of the two main opposition parties throughout the day continued making speeches about the failings of the government of Premier Millerand but it was not until the leaders of both the Liberals and the Nationalists, Mme Shahrazad Martinique and Msr. Alexandre Renaudiere took the dais and spoke in turns making statements such as those in which they threatened to not leave the main square of the capital unless the government was dissolved and new elections called.

And while the primary issue for the rally remains the horrific performance of the Millerand Government on the issue of corruption and other matters, simmering tensions on the fishing issue with [MENTION=1187]Ivernia[/MENTION] also saw several thousand individuals arrive in Villesen from the Germanic community from the coastal villages, which has been primarily effected by the behaviour of Ivernian shipping vessels. For the large part, they belong to a very low socioeconomic status and restrictions imposed upon them by the aggressive Ivernian fishermen has resulted in serious problems for them. Following the end of the rally, these Germanic families, numbering a total of 5,000 people, slipped away from the main group of people and arrived at the doorstep of the Ivernian Embassy, where they began a sit in.​

Liberals emerge as largest party, Shahrazad Martinique set to become Premier

VILLESEN: The nation's general elections, held in the aftermath of the Millerand Government collapse, have resulted in a hung parliament, with none of the national parties obtaining a majority. The Liberals emerged as the largest party with 176 seats, followed by the Nationalists who won 171 seats. Seeing the closeness of their numbers, it is clear that for the duration of this session of parliament coalitions shall be an important element of Belmontien politics. Shahrazad Martinique, the leader of the Liberals, has begun consultations with her party's leadership on the composition of a coalition. The Nationalists have stated that they would respect the mandate of the Liberals and allow them an opportunity to attempt to form a coalition.

The German-oriented Octoberist Party performed particularly well winning 60 seats, followed by the Parti-de-Florians which won 51 seats, and the Christian Democrats who won 40 seats. All three parties were able to improve their performance and make net gains in votes and seats. It is rumoured that the Liberals shall be seeking a coalition with the Octoberists and the Florians, excluding the Christian Democrats who have recently become tainted due to their coalition with the former government of Premier Millerand. If the Liberals are successful in the endeavour, they shall have the support of 287 MPs, which would provide a majority to the Government in the 500 strong unicameral legislature. The leadership of the Octoberists and the Florians have expressed positive sentiments to an alliance with the Liberals.

The Democratic Movement, whose government fell due to corruption allegations, has seen its strength in Parliament reduced from 197 to 2, effectively marginalizing the party in national politics. They do however have pockets of solid support in various other parts of the country.​

The Gallo-Scanian-Germanian Spring has shown that the people are sick of corruption and of dictatorship, thus ending the reign of the corrupt government of the Democratic Movement in Belmont and shattering the fascist dictatorships in Vendland and Saaremaa. We hope that our new governments will work together to usher a new world in which the citizen is the most important element in a country's politics. We hope that we can find joint avenues of cooperation between Saaremaa and Belmont, as we share so many beliefs, such as republicanism and secularism. We hope that the new coalition government will cooperate with us for the betterment of both our peoples.

Official dinner held at Premier's residence

VILLESEN: Following her investiture as Premier, Shahrazad Martinique hosted an official dinner at the Residence of the Premier for the diplomats and dignitaries visiting Belmont for the oath-taking ceremony and for the ambassadors of a number of countries, whom she was meeting in her official capacity for the first time. The new Premier met with representatives of the Church of [MENTION=8]Twente[/MENTION] to whom she is said to have spoken about the repatriation of former Foreign Minister Plantard. The Premier was photographed speaking with the Ambassador of [MENTION=1187]Ivernia[/MENTION] in what has been said to be an attempt to ease the strained tensions with Alderburgh due to a fishing dispute.

The Foreign Minister of Belmont, Henri Kouchner, was seen conversing with the Ambassador of [MENTION=1723]Argyll[/MENTION] discussing opportunities that might be available to the two countries to meet officially. The dinner also gave an opportunity for politicians from all political parties to be sociable with one another, and Premier Martinique commended former Premier Millerand for his decision to resign, calling it ethical and strongly justified. The former Premier was in attendance.​

PREMIER TO EMBARK ON DIPLOMATIC TOUR
GOVERNMENT RELEASES OFFICIAL LIST OF STATES

VILLESEN: The Office of the Premier has announced that Premier Martinique would be embarking on an official diplomatic tour to various countries in the region and would be seeking to engage with countries further afield as well. The statement from the Premier's Office said that while additional nations may be added to the list, the names mentioned so far have been finalised.

The statement said that the Premier's official tour would commence from [MENTION=18]Eiffelland[/MENTION] and finish with a visit to [MENTION=1517]Saaremaa[/MENTION]. Other stops include a few days in [MENTION=8]Twente[/MENTION], [MENTION=1681]Tiburtina[/MENTION], [MENTION=1663]Portusgalia[/MENTION], [MENTION=1717]Ostria[/MENTION] and [MENTION=1209]Auraria[/MENTION].

It should be noted that the list excludes the Francophone nations as it is expected that the Liberal Government shall be sending invites to the main Francophone nations to meet the Premier in Villesen. Another important omission seems to be [MENTION=1187]Ivernia[/MENTION], which remains a sensitive area following a recent fishing dispute which occurred in the dying days of the Millerand Government which alienated many Belmontiens due to the harsh reaction of the Ivernian Government.

The effort has been praised by many political analysts, as this marks the first major diplomatic effort in almost ten years by the Belmontien government to court the region.​
