The government of Belmont cannot call itself a democracy when it bloodily suppresses any objections against it. Civil liberties are the cornerstone of a democratic state, and the recent action has clearly shown such principle cannot be practiced in Belmont.

The Kingdom of Belmont

The Kingdom is increasingly offended by the bias being demonstrated by certain sections of the international community. The Government of Belmont is the democratically elected representative of the peoples of Belmont, and our actions in Lesmages were aimed at restoring order in that city. Any responsible state cannot allow protests to turn into anarchy. Furthermore, the national respect for the monarchy is a matter which cannot be taken lightly.

While other nations and cultures have thrown away the tried and tested system of monarchy, this Kingdom is adamantly proud of its monarchy and refuses to allow far-left anarchists to defame this institution which has served the nation for a thousand years.

Furthermore, despite antagonistic statements emerging from several capitals and despite the fact that the events of Lesmages are domestic concerns, the Kingdom shall continue state business as normal in all international offices of diplomacy.

Govt. defends Lesmages crackdown

VILLESEN: The crackdown on the anti-monarchy protests in Lesmages have resulted in sending the Government into international headlines, battling international criticism but the Premier and her Interior Minister, the architects of the police crackdown, have responded by issuing statements defending the actions, presenting, however legal yet obscure, hundred year old Parliamentary Acts and Statutes to defend their actions. The Supreme Court, upon an inquiry by the SDP Chairman, has responded by unoffcially stating that "the crackdown is legal yet the force deployed by the government can be considered excessive yet within reason seeing the damage the demonstrations were having on daily life in the city." The opposition Social Democrats have vowed to take the Government to the Supreme Court to hold them accountable for their actions.

The Martinique Government, however, remains confident in its ability to contain the furore over what it sees as a "liberal conspiracy". The Queen, who is at the center of this controversy, has remained silent as the two major political parties have yet again started their battle of ideologies and has continued to carry on with her routine of regular official visits across the nation, pulling out of only one in Lesmages this coming Friday due to security concerns. Public sentiments in Belmont are fairly polarized, with neither view gaining strong support as more and more people turn their attention to the upcoming budget and the effect it may have on the already faltering economy which had entered a recession last year and after a disappointing first half of the year, continues to contract.

Some analysts have claimed that the crackdown on the protesters by the Government is part of a ploy by the ruling Progressive Nationalist Party to distract people from the higher rate of unemployment set to be announced next week. Some in the conspiracy circuit also allege that the crackdown was a sign to any elements that may seek to launch nationwide protests against the economic performance of the Government that it was not afraid to use force to stifle protests, which undoubtedly have the potential of turning violent if they would occur in the south, where already delicate race relations could deteriorate and cause great harm to the thriving immigrant communities there.

The restoration of order is not equal to the brutal crackdown of demonstrations. How ever democratically elected the government is, it does not mean that it has the legitimacy to suppress the rights of the minority. A fundamental part of democracy is the protection of minority rights, and if anti-monarchists feel threaten by the government, then Belmont has a democratic deficit.

The Republic will continue to monitor the situation and our ambassador will remain in Fortaleza Real until we deem Villesen is making move towards guaranteeing the civil rights of its citizens.

VESPER, FRIDAY, 6th JULY 2012

THE Grand Covenant finds the events surrounding Lesmarges regrettable, yet we find the Republic of Frescania's incendiary remarks reprehensible. We feel comfortably assured that Belmont has placed itself along the path to finding a peaceful solution to its outstanding disputes, and we are certain that there is no democratic deficit gripping the Belmontien Establishment.

If this Government can assist in easing tensions between Belmont and its anti-monarchist opponents, be they foreign or domestic, we shall make ourselves available to achieve that end.

DULWICH, SUNDAY, 8th JUNE 2012

The Right Honourable The Secretary of State has received the Command of her Imperial and Royal Engellexic Majesty The Queen-Empress
to make known the following gracious Statement of her Imperial and Royal Engellexic Majesty
to the Queen, Lords and Commoners of the Kingdom of Belmont.

An Extension of The Queen-Empress' Statement in Council.

TO THE QUEEN, LORDS AND COMMONERS OF THE KINGDOM OF BELMONT
I am instructed to EXPRESS on behalf of her Imperial and Royal Engellexic Majesty;

I propose to bring you the motion, of her Engellexic Majesty’s Imperial Cabinet at Dulwich, concerning the affairs of the Belmontien Kingdom.

My immediate object, will be to ask the Cabinet of her Majesty the Queen of Belmont what effect had followed from the remonstrance addressed so publicly to the Kingdom by the revolutionary agents; and if, it is sincerely desired, it shall be determined that no bad judgement shall follow through the Cabinet and Belmontien Parliament, then I should like to ask what further steps the Cabinet will mean to take to resolve the crisis of foreign agitators that so obviously intends to undermine the peace and democracy of your realm.

It would be better, I believe, to proclaim at once that the Cabinet and Parliament, through the recognition of the will of the majority representation of the Belmontien people, will do nothing, than to continue to recognise the constitution and the benefits of prosperity, stability and self-determination that has graced the Belmontien Kingdom from its continued loyalty to its Crown.

It is also a matter of serious consideration to Europe whether it is reasonable and justified to legitimise the endeavour of foreign agents employed to undermine political stability that has so unfortunately been observed by the Imperial Cabinet as to have been attempted by certain European Governments.

But I should also like to state that there were other than general reasons for the interference of the Imperial Cabinet in this domestic affair.

I refer to the encouraging state of affairs in Northern Occidentia, afforded to Europe by the prescription of excellent Belmontien policy in the immediate region, the object on which I refer being, that the Governments of Europe should in return, themselves, afford greater assistance, if only in words, to the Cabinet of Belmont. It was therefore a point of honour, with Great Engellex, not to abandon the Kingdom of Belmont in such an undignified affair; though, I do care to admit, that honour may have indeed departed the character of republican states the moment they threw off their Sovereign’s colours.

By the Grace of GOD, of the EMPIRE of GREAT ENGELLEX, CHARLOTTE, the QUEEN-EMPRESS, through the SECRETARY of STATE, his Grace the DUKE of NONSUCH

GOVERNMENT OF THE KINGDOM OF BELMONT
The Ministry of Foreign Affairs

8th of July, 2012.
SUB: Final Statement by the Government of Belmont on the Lesmages Issue

The Kingdom of Belmont is not surprised by the bias emanating from Fortaleza Real, which continues to behave in a manner which continues to jeopardize diplomatic relations. The Kingdom furthermore asserts that statements emanating from the Republic of Frescania are veering dangerously close to breaching diplomatic codes of conduct, as they continue to assert baseless accusations against the Government of this Kingdom and continue to pass increasingly intrusive comments into a matter over which the Government of Frescania has no jurisdiction. We continue to assert that the actions of the Government were in line with the laws of the land, as stated previously.

Additionally, seeing the sensitive situation between the Republic of Frescania and our Kingdom, Her Majesty's Government has thought it wise to summon our ambassador to Villesen for enhanced consultation. It is our hope that republican fervor from Frescania's Government not damage our bilateral relations to a point where controlling the damage may become unmanageable.

The Government, however, would also like to offer its gratitude to the Governments of Cantignia and Great Engellex for their support of the Kingdom in the face of continuously rabid and unreasonable republican sentiments. The Kingdom of Belmont values the friendship of its traditional allies and looks forward to enhancing the level of cooperation in the future.

The Government would also point out that the affair is now being handled by the Supreme Court of this Kingdom, and as such the matter is sub-judice and the Government shall cease to respond to any questions or comments related to the matter for legal reasons. Additionally, the Government will respect the final decision of the Supreme Court and urges all others to do the same.

OFFICIEL ERKLÆRING

The Government of His Danic Majesty views the recent announcements emanating from the Kingdom of Belmont with measured and tempered concern and adopts a cautiously critical approach. There are areas that we seek clarification on, particularly the numbers of anti-monarchy protesters in Lesmages and a full background to the development of anti-monarchism in the kingdom.

At first instance, it is important that citizenry with divergent opinions be permitted to express them in a reasonable manner that does not threaten the security, stability and freedoms, in variable and appropriate application, to the state and to its people on the whole. Rights should come with responsibilities both for citizens and also, we might add, for governments. On the latter, governments risk destabilising their own legitimacy in the eyes of the people if they embark on a course which appears to be beyond what is necessary - a sledge hammer to crack a nut. It also risks jeopardising being a government of all Belmontians, appearing to be a government of one side of the community, but not of the other.

The invocation of the Insult of the State Act (1902), which whilst we are confident is a legitimate tool and not one within our jurisdiction to second-guess, and the events transpiring from its use also have the unfortunate consequence of making the Belmontian government, rightly or wrongly, outwardly appear to the international community as a practitioner of wilfulness, intolerance, and with a dose of neurosis and absence of the dexterous and finely-nuanced statecraft we would expect.

Needless, the Kingdom of the Great Danes also believes there is to sufficient intelligence in the kingdom and a vibrancy that may yet rescue and remedy the situation. Whilst critical of the manner of the events surrounding Lesmages, Christiansborg does not view it as the sum total of its relations to Villesen and we would not be seeking to sever connections to Belmont and instead look forward to working through this and other issues in a fresh and constructive manner.

On behalf of the government, the foreign minister is invited to Christiansborg to discuss Dano-Belmontian relations in a range of areas.

The council has stated that the disrespect for the peoples of Belmont and the blatant attempt to destroy their rights as a threat to the free people of the world and a threat to the only and true government Post-Delegationism. Boliatur condemns the action of the so-called "monarchy" and states that Belmont's people may be free if they ever sail or fly to Boliatur.

We are concerned about the developments in Belmont and the recent events in Lesmages. The Belmontian authorities, be it the Government or the Supreme Court, will have a lot to explain. We will study the verdict of the Supreme Court with interest.

Señor,
The Commonwealth of Monterrey finds it alarming that such violence occurs in Zulia. Such anti-democratic actions do not bode well for the relations between the Commonwealth and the Kingdom of Belmont.

We echo and desire to amplify the emotion and sentiment conveyed by the Defender of the Democratic and Republican Faith in Zulia and Santander, the Republic of Frescania. Furthermore calling upon the Catholic faith of our country, we find the actions deplorable. God's wishes are never ordained in the spirit of hate and bloodshed. God bares witness to all. The tyrannical laws that govern the Kingdom of Belmont are neither democratic, nor holy. This Queen has the blood of patriots and humanity on her hands. The children shall never forget! God and Jesus Christ himself would frown upon her sins and undoubtedly urge her to repent! She is not fit to remain in her place as your Head of State until she confesses to God how she has allowed for her own citizens, the very lives she is supposed to protect have been vanquished by the Government she sponsors.

The Commonwealth of Monterrey equally disturbed by this slaughter, will look to it that the Empire of Democracy does not lay this down without consequence. Belmont will continue to feel the presence of the White Lion of the West, which will not forget the loss of your democratic patriots, lovers of democracy and the upholders of all that is true in Zulia.

Forever in chorus with the True Defender of the Democratic and Republican Faith in Zulia-Santander!

Opposition party supporters converge in Villesen, as opposition to Govt. hardline position strengthens

A loose alliance of liberal and centrist opposition political parties have begun mobilizing supporters to gather in the national capital as a show of force against the right-wing government of Madame Shahrazad Martinique, which is facing international condemnation and local derision for cracking down on the anti-monarchy protests in the city of Lesmages. With tensions already running high, the capital city's police has gone on high alert as protesters are expected to reach almost 500,000 in strength.

The Supreme Court, which will be soon discussing the constitutional aspects of the Lesmages Affair, is also being targeted by the protesters, many of whom have begun camping outside its premises in an effort to force the apex court to release the demonstrators arrested in Lesmages on the orders of the Ministry of the Interior. And as the situation in the capital city gets tenser, the Chief Justice is said to have requested an additional police force to protect the premises of the building from any possible cases of hooliganism, while stressing on the acceptability of having the protesters continuing their demonstrations as long as it was carried out peacefully.

The Château de Villesen, the Queen's main residence in the city, has seen its police protection being increased triple fold but the Queen's Office remains silent on the controversy which has erupted, choosing instead to allow the government to handle the matter, stating that commenting on the issue would harm the apolitical nature of the institution. The Queen, who earlier this year celebrated her fiftieth birthday, has remained focused on continuing her duties as head of state during the period following the Government's crackdown, although with an increased security detail.

Economy woes continue as unemployment plagues Govt. economic policy

With the presentation of the budget, amidst the shouts and boos of opposition politicians, Finance Minister Ichiro Yamaguchi announced that the country's economy had continued to contract steadily over the past six months and the recession would continue for "some time". The Finance Minister also announced that the unemployment rate had been brought under control and was within the quota set for the previous year but efforts to reduce it further had stalled substantially due to ongoing international conflicts.

The Government has faced intense scrutiny due to its inability to control the unemployment rate and restore growth in the economy, which entered into a recession mid last year. For the following year, the Government has also announced that the state would undertake serious measures to ensure a swift economic recovery and hoped to avoid the political deadlock that has plagued proceedings over the past year.

AP International releases first full details of Lesmages Affair

The Associated Press International has released information regarding the Lesmages Affair in a special report it has issued after extensive research in the city of Lesmages and after exhaustive interviews with officials in that city and in the capital, Villesen.

The anti-monarchist rallies in Lesmages were organized by the Student's Communist Union, a loose collection of leftist student groups from across the nation's many universities and institutes of higher learning. The rallies, prior to the crackdown, were ongoing for almost a fortnight, a period which was entirely peaceful and saw limited, if any, law and order issues in the city. At its peak, the rally included 1500 people from across the nation, who had camped outside the grounds of the Flower Festival organized by HRH The Prince of Couserans – the heir apparent – and reached its peak on the day of his visit, with attendance dropping off immediately after.

Four days before the date of the crackdown, the number of drunken brawls, fistfights and other acts of violence became far more common, as a number of witnesses reported the arrival of older individuals unknown to most of them, thought now to be members of fringe ultra-leftist groups, began joining their ranks. Two days prior to the crackdown, an arson attack was carried out on the Flower festival, injuring thirteen people, and sporadic incidents of muggings and violence were reported by a number of people around several different parts of the city. The following day, another, more brazen attack was carried out when the Municipal Office was also firebombed, which can be considered to be the catalyst for the police crackdown.

In the chaos that followed, the police arrested thirty SCU student leaders and ten others for possible involvement in the various criminal acts which had been occurring around the city. Following questioning, most of the SCU student leaders arrested were released but ten remained under police custody as their connections with far-left terrorist organizations were suspected, along with ten other rally-goers. The true controversy of the situation lies not in the demonstration but in the treatment of the twenty individuals formally arrested by the Police, as questions have been raised as to whether enhanced interrogation techniques were utilized or not.

The Supreme Court of Belmont has already opened an in-camera inquiry, according to sources, looking into the legality of the government's actions and the constitutional safeguards for prisoners. If convicted of terrorism and treason (the latter charge for violent views in support of the deposition of monarchy), each of the twenty individuals could face the maximum penalty of death by hanging, as according to Belmontien law certain grave offenses still continue to carry capital punishment.

Premier Martinique to travel to Great Engellex for personal reasons

The Office of the Premier has announced that Premier Shahrazad Martinique would be traveling to Great Engellex later this week to meet her sister, who was recently widowed by the passing of her husband, who was of Engellexic origin. The visit is in the Premier's personal capacity and is not intended to involve any affairs of state. The Premier's Office also announced that the Minister of Foreign Affairs would be visiting Danmark to consult with Danish officials on a number of issues, upon their invitation.

Tight police presence in Villesen as Lesmages accused arrive at Supreme Court hearing

Today, with the eyes of the world focused on the vitriolic message of Boliatur, the Supreme Court summoned the Lesmages accused to present their case to the highest court of law in the country amidst strict security across the capital. The Court has heard from the Ministry of Justice and Law previously and has begun proceedings investigating claims of harshness by the police, under government orders, and to fully determine whether those arrested can be tried under the Treason Act 1920, which includes references which are applicable to violence directed towards the monarch or a member of the royal family.

Due to the sub-judice nature of the issue, political parties remained distant from the Supreme Court and the Parliamentary proceedings were kept up as usual while the Lesmages Accused were brought to the court.

The issue of anti-monarchism in the industrial north has shocked many in more prosperous segments of the country and has left the city of Lesmages dealing with negative publicity the world over, damaging the city's reputation to the extent that the city has had to cancel plans for many cultural festivals scheduled for later in the year. Police have additionally begun arresting members of the far-left group which incited violence at the Lesmages gathering and will be booking them for "conspiracy to cause public harm", which can be punishable by up to ten years in prison without bail.

Talks between Minister Sant-Carcierre and Danish counterpart on sidelines of Vesper Summit

On the sidelines of the Vesper Summit on Boliatur, the foreign ministers of the Kingdoms of Belmont and Danmark are conducting a series of discussions aimed at increasing the extent of the bilateral relationship of the two kingdoms. Sources in the Foreign Ministry have confirmed that key areas of concern for Belmont are military co-operation, intelligence sharing and to foster an environment for a growth in trade between the two countries.

Additionally, it is also rumoured that Minister Sant-Carcierre is trying to finalise the details of a possible deal which would allow for the creation of a military base on the Danish territorial possession of Faeroene in the Great Thaumatic Ocean, a location which is of vital strategic importance for Belmont, considering its proximity to the volatile Long Sea – a vital route for maritime trade heading towards Belmont.

It is also expected that Minister Sant-Carcierre will make a short visit to Wasatch to formally sign an agreement with that country on a number of issues before returning from the conference to Villesen next week.

Global tensions provide glimmer of hope to Government, arms manufacturers

The continuing global instability and prospect for further conflicts has allowed the stocks of domestic arms manufacturers to perform well over the past year, a trend which continues as the Great War reaches its first anniversary. The positive performance of the arms industry has also given the country a cause to celebrate as it serves to hold the delicate economic situation buoyant for at-least another year, a view supported by financial analysts. The Belmontien armed forces, additionally, also continue to expand their strategic abilities and the modernization and expansion programs have received additional funding from the Parliament.

MILLERAND CABINET ROCKED BY CORRUPTION ALLEGATIONS
Journalists unravel complex backroom deals, millions missing, ministers in jail

VILLESEN: Last year, Pierre Millerand was elected to the office of Premier on a slogan of clean politics and with great hopes that he would end the deadlock of the two party system of previous decades, his eloquent speeches and his visionary agenda won him the support of voters across ethnic lines and resulted in an absolute majority for his Democratic Movement (DM) in the Chambre des Debats - the country's lower house - reducing the opposition to an embarrassingly low number. However, now, news is emerging that senior members of the Democratic Movement and indeed of the Millerand Cabinet have been involved in complex transactions which are illegal and unethical.

The bulk of the corruption claims center around the Minister for the Railways, Firenze Mattias, who is alleged to have granted a £13 million Livre deal to a business associate of his family firm. Having done so, Minister Mattias then proceeded to sell several engines of the Belmont Railways to foreign nations, reducing the capacity of the service, while using the proceeds of the sold engines to pay exorbitant sums to advisors, who have been revealed by journalists to have been fronts for senior politicians in the DM. The names of the advisers listed in the record have been revealed to belong to deceased individuals on the pension register with the Ministry for Welfare.

These records were misused through an understanding with the Minister of Welfare, Marie-Claudette Xavier, whose daughter's bank account was shown to have received £50,000 over the course of three weeks, late last year, from an associate of Minister Mattias. The two ministers have been suspended by Premier Millerand. Additionally, the Supreme Court of Belmont has issued arrest warrants for the two ministers and the Villesen Police have placed both individuals under house arrest.

Leader of the opposition Liberalistes, Shahrazad Martinique, attacked the tepid response from the Premier to the serious allegations and demanded that he sack the two ministers and for the legislature, as a collective, to condemn the acts of corruption. However, the leader of the Nationalistes, Alexander Renaudiere, demanded that the Premier should resign and decide a date for an election. Following their defeat in last year's elections, the Nationalistes, who were in power for ten years, have refused to acknowledge the DM victory as legitimate. The Premier's Office has remained silent on the controversy and telephone calls have gone unanswered.

SCANDAL: Corrupt ministers released on Premier's orders
OPPOSITION PARTIES ATTACK PREMIER MILLERAND IN PARLIAMENT

Across the capital, last night, there was intense speculation that Premier Millerand would be making a decisive decision on the fate of Ministers Mattias and Xavier, who have been implicated in a multi-million livre corruption and identity theft scandal, in conjunction with the Belmont Railways. The two ministers had been placed under house arrest by a special order of the Supreme Court of Belmont, yesterday.

And earlier today, the Premier's Office released a statement in which it was announced that the Government believed that the house arrest of two sitting members of Parliament was unconstitutional and the Supreme Court had no jurisdiction to make such a ruling. The Premier's Legal Adviser, when approached by journalists said: "Article 103 in our constitution is clear in that no court may try a sitting member of the Parliament... that is a responsibility for the Parliament's Judicial committee, as MPs can only be judged by their peers."

Following this statement, the police was ordered to withdraw from the premises of the two ministers and shortly thereafter Premier Millerand visited the house of Minister Marie-Claudette Xavier, where he spoke briefly to journalists and said that he believed that the two ministers were targets of a conspiracy against the Democratic Movement (DM). "I stand by my ministers," he said, "They are good people..."

By coming out so publicly in support of the two, the Premier has revealed that he is not going to buckle down under pressure from the opposition parties.

Opposition leader, Shahrazad Martinique, in her response to the reversal of the court's order, spoke in Parliament: "The behavior of the Premier is morally questionable. There is obvious evidence that something out of the ordinary occurred in Belmont Railways and that millions are missing. I propose that all members of the opposition must unite on this matter." The conservative Alexandre Renaudiere supported the statements of Madame Martinique, while saying that he believed that Premier Millerand had lost the moral authority to be Premier through his actions.

Even within the Democratic Movement, there is a palpable sense of concern with Premier Millerand's support for the two ministers, with senior party leaders, on the condition of anonymity, saying that they were nervous about the decision to support the two ministers. In Premier Millerand's own constituency, following the announcement of his decision to free the two ministers, there was disquiet and anger among the people interviewed by journalists.

Even if the constitution may say that only a committee organized by the Parliament may try the members of the legislative, we want to state that the people who were stricken by this affliction called corruption, that is so often found in party politics, those being mostly fueled by opportunism, must be punished to the fullest extent of the law. The duty of the government is not to lead the people, but to serve it, while those two members have chosen to do some business on the backs of the people. They have no moral legitimacy to represent and serve the people of Belmont, a people that we see with utmost respect. The current cabinet, instead of trying to repair their misdeeds does nothing else but to stall the diplomatic process, thus making us, the foreign nations and the Belmontien people, believe that instead of working to serve the people, the prime minister tries to defend the corrupt ministers.

We hope that the Republic of Belmont will soon escape from the scandalous vicious circle, so that their people can live in peace and that development shall continue.

Signed,
Minister of Foreign Affairs,
Jaak Raud
