Instead of heeding our call to deescalation and rationally responding to our more than appropriate sanctions, the rogue regime of Villesen has cut off all relations and trade between our states, while militarising and isolating itself on a clear warpath. The Pelasgian Empire reiterates is non-negotiable demand for the immediate release and repatriation of all Pelasgian citizens in Serenierre's custody.

We re-iterate our previous statement regarding the people arrested during the raid against the offices of Affiliated Press and the human rights organisations in Serenierre and demand their immediate release and approval to leave the country. Furthermore, we re-iterate the statement of the Foreign Affairs Department of the Grand-Duchy of Nichtstein that all citizens from Nichtstein and Eiffelland are allowed to leave the country.
We also announce that, effective immediately, all planes and ships from Serenierre that are currently in Eiffellandian airports and harbours will undergo additional safety inspections and customs checks before they are allowed to leave Eiffelland.

Upon instruction from
Généralissime Nicolas E. Serazin, the following statement has been issued:

The Commissariat of People's Deputies - as the highest body of authority in the country - rejects the notion of a direct meeting between Comrade Generalissime Serazin and Grand Duke Maximillien II.

However, the need for dialogue is not lost on the Government, and so it is suggested that a preliminary round of contacts be held in Markstad, Gouw Marken, between the highest ranking members of the two governments in question.

The Serenierrese delegation shall be composed of the Chairwoman of the Commissariat of People's Deputies, Mme. Elisabeth Mazarin, the Commissar for External Relations, Mr. Charles R. Bertrand, & the Commissar for War, General (R) Auguste Plantard.

INTERNATIONAL PRESSURE ON CRACKDOWN IN ARIERRE
COMRADE SERAZIN CONDEMNS BOURGEOISIE INTRUSION INTO DOMESTIC AFFAIRS

In the wake of a brilliant policy against the Burgo-Royalist insurgency in Arierre, international opinion has turned swiftly against the People's Republic, which has seen a campaign of dedicated criticism from countries as far away as Pelasgia, which has imposed sanctions on the country, and Geotri, which has severed relations with Serenierre. The External Relations commissariat has responded by breaking relations with Pelasgia and calling for calm across the region. Countries, long admired in Villesen for their neutrality, such as Nichtstein and Eiffelland, have curiously adopted a stance which does not adequately take account of the fact that Burgundian foreign policy direct challenges the sovereignty of Serenierre and there is sound intelligence that the exiled communities of Serenierrese aristocrats are campaigning aggressively to restore the throne of Serenierre and impose the Grand Duke of Bourgogne on the liberated people of the People's Republic.

The Villesen Government has stated that it shall not abandon the policy of destroying burgo-nationalist Royalisme in the People's Republic and shall remain committed to bringing the Burgundian government to account for continuing support of elements of the toppled royalist regime of Serenierre. The Commissariat of People's Deputies has furthermore indicated that the Government shall be providing the Military Government in Arierre with full constitutional protection to remove any doubt of legality which might arise due to Bourgeoisie bias in the international press.

While we find Markstad to hardly be a wholly neutral meeting place, we nonetheless accept this. We feel that direct dialogue is the only solution to growing issues which we may feel are at hand. The Grand Duke's Dean of Staff, Claude Darc, and Deputy Minister Andre Fouchet will represent our interests. We hope this meeting will commence as soon as possible and our representatives are prepared to depart Chagny at the moment's notice.

Markstad will be ready for such a meeting, the Palace of Ter Heyde, the summer residence of the Prince-Bishop, is a suitable place for these negotiations.
The Bourgogne delegation will be staying at this palace, top floor.
The Serenierre delegation will be hosted at another location, still to be determened.

The Grand Duchy of Nichtstein reiterates its non-acceptance of the unwarranted detention of Nichtsteiner and Eiffellander citizens by the People's Republic of Serenierre and continues to insist on the release of the 13 nationals held to either the Grand Duchy of Nichtstein or to the Kingdom of Eiffelland.

Official Press Release

The Government of Serenierre shall be releasing all foreigners, associated with the raid on the offices of the Associated Press, by the 1st of March. However, the Government shall be adopting a seperate procedure for the five nationals of [MENTION=1774]Pelasgia[/MENTION]. Of the five Pelasgians in our custody, three shall not be released due to evidence linking them with illegal activities in the country related to Burgo-royalisme. The remaining two shall be deported along with the rest of the foreign detainees on the aforementioned date.

The Pelasgian Empire reiterates its non-negotiable demand for the immediate release of all Pelasgian and other foreign citizens currently held by the authorities of the Villesen regime in a most illegal and hostile fashion. The Empire shall not ease its justified sanctions on Serenierre until such a time that our rightful demand is met. Thus, we urge our partners in the region to not ease their stance on the Villesen regime until all European humanitarians and journalists held by Serenierre illegally are repatriated safe and sound.

Also we re-iterate our point of view that all people arrested during the raids against Affiliated Press and the humanitary rights organisations must be released unharmed. Not only the ones from Eiffelland, not only the ones from Nichtstein, not only three from Pelasgia, also the last two from Pelasgia. We really want to keep the relations between Eiffelland and Serenierre normal, but at this moment the Government of Serenierre is making that extremely difficult to us.

"While the Democratic Republic of Kadikistan remains firmly committed to its friends and allies in the People's Republic of Serenierre under the brilliant guidance of the Generalisimo Philippe Serazin, we do urge all parties involved in the recent happenings regarding the arrest of several internationals within sovereign Serenierrese territory to remain calm and serene. Indeed the Eiffellandian and especially the Pelasgian governments gravely overreacted towards the situation, the latter even imposing harsh economic sanctions upon our Gallian comrades. The objective fact of the matter is that the Serenierrese People's Authorities are well within their sovereign rights to detain any single person within their borders when they are suspects of reactionary or subversive crimes. What other nation's might not understand since they do not share our ideas of a true democracy is that investigations and trials are part of a complex democratic process that takes time. The fact that Serenierre was quick to release several foreign nationals is a clear sign of goodwill and juridical efficiency, but it also means that those who remain under arrest are still under further suspicion and potentially guilty of crimes against the socialist state.

We once again urge all parties involved to remain calm and give the judiciary of Serenierre the time to conduct the investigations and eventual trials in a fair and democratic manner. Surely if your nationals have done nothing wrong they have nothing to fear."

In our interpretation of democracy, there is room to voice an opinion that differs from the opinion of the Government. In our interpretation of democracy, there is room to point at matters that are going wrong due to mistakes of Government officials. This is called freedom of speech. The only "crime" said individuals committed was voicing opinions that differ from the opinion of the Government of Serenierre, and pointing at matters that are currently going wrong in the society of Serenierre. We think it would had been more productive if the Government of Serenierre would have indicated why said opinions are wrong, and would have taken appropriate action to correct the things currently going wrong in the society of Serenierre, instead of arresting a group of people so that Generalissimo Serazin does not hear things that he doesn't want to hear.

We stand by our Eiffellander allies, remaning firm in our belief that the superiority of democracy lies in that it needs not prosecute its opponents, for it can engage them in rational debate. We would urge Serenierre and its supporters to look to the example of the great men who restored Anthenean democracy after ousting the Leuctran-installed oligarchy, or even to our own Empire's toleration and release of the Marxist-Leninovist dissenters after the fall of the Junta, if they need some clarity on the meaning of democracy.

The Federal Republic, whilst welcoming the release of its citizens from custody in Serenierre, wishes to extend its support to the position of the governments of Eiffelland and Pelasgia. This matter has put undue strain on our important relationship with Serenierre, and we hope that it is brought to a positive and proper conclusion in short order, so we may resume co-operation on shared matters.

The Castle Line steamer SS Angevin has been chartered by the Federal Republic to proceed with all speed to collect its released nationals, and passage is hereby offered to other country's nationals who wish to leave Serenierre.

PUBLIC STATEMENT


1. Mars. 1957

Upon instruction from
Généralissime Nicolas E. Serazin, the following statement has been issued:

The People's Republic is astounded by the level of misinformation being spread by agents of the Pelasgian regime. The Government did not act to attack the offices of the international news agencies without merit. The Government was in possession of solid intelligence which allowed us to get a search warrant from the High Court of Villesen. The offices of the Associated Press, according to our intelligence had been infiltrated by three agents belonging to the Empire of Pelasgia, which had been coordinating with anti-state actors across the world. The implications for the nascent Burgo-Royalist Nationalist (BRN) insurgency are clear for anyone to see.

The People's Republic shall make it public for any third party to review the evidence against the three Pelasgian nationals who have been arrested by the police. The remainder of those who had been detained on the night of the Associated Press raid have been released without any charges filed. They are being allowed to return to their homelands on their own request. And they have been free individuals from 6:00 in the morning and shall be transported to Eiffelland where they can be handled by officials of their respective countries.

The fact that the Associated Press has unilaterally withdrawn its Villesen Bureau does not mean that the Government has banned them. The fact remains that the European Press Agency remains active in Serenierre and it has not reported anything close to a draconian measure as reported by some anti-Serenierre elements in the world.

Furthermore, we must correct the Eiffellander Government: The People's Republic did not embark on its actions simply because some trivial matter such as being offended by the reportage of the publication - rather there was information which linked some within the Villesen Bureau to dangerous activity. Given the assassination of Provincial Secretary Gagnon, we had to take immediate action to tackle a very dangerous situation.

Additionally, we thank the Government of Telora for their kind sentiments at helping in the matter. However, we would urge the Teloran Government to assist in the humanitarian plight of the Borovangers who are currently embroiled in an ugly civil war.
